PEP Housing is a non-profit housing provider for low and moderate income seniors in, and around the Bay Area. We're searching for our next Housing Development Director--a vital role within our organization.
This is a full-time, exempt position. This position will require occasional evening and/or weekend hours during periods of heavy development. The salary range for this position is $90,000 - $100,000/year, DOE.

The Housing Development Director manages all phases of the real estate development process, from concept to completion, including site selection and feasibility analysis; developing detailed financial pro formas; writing applications for and securing project financing; securing and coordinating the services of other development professionals; securing land use approvals; negotiating agreements; and overall team coordination and project management.
Duties and Responsibilities:
Serve as the development team coordinator, project manager and owner’s representative during all phases of project planning and implementation
Evaluate sites, develop alternative project concepts and conduct project feasibility analysis
Create financial modeling and analysis of real estate developments
Develop and update project proformas including predevelopment, development, and operating budgets and sources of construction and permanent financing.
Negotiate and manage agreements and contracts
Secure all required land use approvals
Coordinate outreach to community members and maintain positive community relations throughout the development process.
Solicit, negotiate and secure project financing including preparing financing applications, creating deal structures, coordinating negotiations of legal agreements for financing and maintaining knowledge of current financing programs.
Supervision and evaluation of Development staff
Mange development team, including selecting and hiring of design, construction and other consultants necessary to develop the projects along with the Executive Director and Board of Directors
Monitor compliance with all grant, lender and investor requirements
Monitor project expenditures, contracts and progress and assure projects are completed on time and within budget
Oversee construction through completion
Provide staff support to Housing Development Committee for the Board of Directors
Respond to request for qualifications/proposals and negotiate prepare and manage contracts for a variety of development professionals.
Work closely with other PEP Housing departments utilizing effective lines of communication during design, construction and rent up.
Assist Property Management department with project transition by preparing documentation with essential project information for ongoing operation.
Advocate for affordable housing and represent PEP Housing in the community as needed
Perform other duties as assigned
Experience, Skills and Knowledge
All phases of real estate development from concept development to project implementation for multifamily projects
Affordable housing financing including, but not limited to LIHTC, HUD, HOME, CDBG, AHP and a variety of other public and private sources
The principals and practices of project and risk management
Basic understanding of operating budgets for affordable rental properties
Experience overseeing projects and assuring project and costs are on schedule and within budget
Demonstrated analytical, administrative, communication and organizational skills
Management experience leading a team
Preferred Experience working with a nonprofit Board of Directors and Housing Development Committee
Compassion and understanding of disadvantages tenants
Experience in negotiating contracts
Experience working collaboratively across departments
Ability to read plans, familiar with standard building codes and practice.
Excellent communication skills
Attention to detail
Ability to prioritize work assignments.
Minimum of 5 years of work experience in housing development
