The Facilities PM Specialist 3 is the project management of major and minor capital improvement projects of medium scope and complexity in properties leased by the Health System. Projects have budgets between $400,000 and $3 million in singular or in aggregate. Projects at this level typically include substantial architectural impacts, may require Chancellor approval and involve the direction of design and engineering professionals. The Facilities PM Specialist 3 coordinates and directs projects from concept through design and from construction to closeout and may manage elements of larger projects under the oversight and assistance of a higher level project manager or construction manager. The Facilities PM Specialist 3 also performs planning duties such as analyzing building space and equipment needs, allocations, cost, and priority; providing technical information and advice on building space needs, and utilization; acting as building space planning and programming liaison; preparing facilities surveys and building capacity analyses; and assisting with capital planning documentsREQUIRED--Experience with project management, architecture, design and building/ facility systems typically acquired through acquisition of a degree from an accredited curriculum in architecture, design or engineering or professional licensure in architecture or engineering or through extensive experience in planning and management of construction, modification and renovation of buildings, facilities and physical plant systems and equipment. --Skills to appropriately apply practices and procedures to meet University's building program requirements and objectives. --Minimum 5 years of experience successfully managing facility capital and non-capital projects of medium scope and complexity, including direct responsibility for the leadership of project teams and the development and management of overall project budgets and schedules. --Knowledge of current project and construction costs and experience with industry standard cost estimating systems. --Financial skills to prepare, monitor and manage detailed project budgets, evaluate independent cost estimates, and review and approve payment requests. --Strong working knowledge of spreadsheet computer software such as MS Excel. --Knowledge of commercial landlord/tenant laws and responsibilities. Ability to interpret and apply terms of University lease contracts. --Construction administration experience to monitor contractor operations for conformance to contract documents and applicable codes, review and negotiate contractor claims, to oversee the work of inspectors and testing agencies and to actively assist project team in the resolution of technical and procedural challenges. --Interpersonal skills necessary to represent the University in negotiations with construction personnel and to come to a fair agreement for both parties. PREFERRED--Familiarity with Joint Commission Standards, California and industry building codes and regulations pertaining to hospitals and healthcare facilities, ADA compliance, fire codes, municipal ordinances, university regulations, policies and procedures, including UCOP policies pertaining to lease property. Preferred.--Knowledge of hospital functions and general policies and procedures. --Understand and be conversant with concepts of desirable spatial relationships for medical and support functions. Preferred.--Sufficient financial and accounting skills to develop and manage project budgets. --Knowledge of construction sequences and practices to prepare and/or review project schedules. Preferred. --Knowledge of project constructability and skills to anticipate problems in implementation of design.--Ability to recommend alternate approaches to eliminate such problems. Preferred.--Superior oral and written communication skills. Ability to deal effectively with a broad range of individuals from construction workers to the highest levels of University's management personnel, occasionally under stressful circumstances. --Written communication skills to prepare clear, concise and professional reports and correspondence. Preferred.--Ability to be a technical resource, advisor and consultant on building space planning, programming, funding and utilization, to senior Health System administrative officers and committees, with the responsibility for assembling and evaluating information and preparing reports with respect to building space allocation standards and utilization. --Ability to independently perform program evaluation studies and financial feasibility analyses. Preferred.--Skill in organizing and prioritizing assignments to complete work in a timely and efficient manner, particularly when there are changes in workload or assignments due to pressures of deadline and heavy workload.
