The Senior Construction Administrator is responsible for independently managing and overseeing all aspects of the bidding, construction administration and closeout phases of several difficult and complex projects. He/she should have a high level of understanding of issues that often arise from designs with constructability problems and work with our design team to prevent these issues in the future. Depending on the size of the project, the Senior Construction Administrator may utilize and be responsible for scheduling and delegating portions of the project to other CA team members. He/she is also responsible for TETER’s financial performance during the Construction Administration phase of the project. The Senior Construction Administrator also has a responsibility to train and mentor staff and provide regular feedback and schedule lessons-learned meetings. This position requires good independent judgment for making decisions on behalf of the firm. It also requires a high level of external interaction and management with clients, owners, and contractors and requires the ability to service all parties while maintaining and improving the client/TETER relationship. Outstanding communication skills (both internal and external), and the ability to work closely with, support, and collaborate with multiple partners, project managers, and disciplines throughout the firm are imperative to this position.
1.Acts as the prime contact and facilitates timely communication and coordination between the owner, contract, architect, and consultants.
2.Oversees and ensures all processes, documentation, and necessary communications are completed accurately and on schedule during the bidding phase.
3.Assists client in analyzing bids from contractors. Assists in the award and completion of construction contracts and bond forms.
4.Reviews the Contractor’s Schedule of Values and proposed Construction Progress Schedule.
5.Assists client in selection of a testing laboratory and prepares list of materials to be tested per government agency requirements.
6.Interviews applicants for an Inspector of Record and recommends choice to client.
7.Interprets plans and specifications in order to provide written response to Requests for Information (RFIs). Represents the client regarding all questions that may develop from RFIs and obtains the client’s instruction or approval on non-technical matters (financial, etc.).
8.Ability to communicate, negotiate and resolve conflicts in the field.
9.Perform on-site observations and document results relative to the contractor’s conformance with contract documents.
10.Ability to create and issue field reports.
11.Upon receiving completion notification for the Inspector of Record, conduct a Pre-Final Inspection and make a list of work which is uncompleted, or needing corrections, inclusive of observation items from the engineers of record.
12.Assist in final observation of the project to ascertain that all work is completed to the Owner’s, Architect’s and Engineer’s satisfaction.
13.Coordinates final punch list scheduling with Engineers of Record.
14.Verifies that the Contractor has conducted operation and maintenance instruction of equipment to Owner’s staff.
15.Oversees and verifies that closeout documents were submitted and that certifications have been received from government agencies.
16.Assists with the preparation of the Notice of Completion for Owner’s signature when all work is satisfactorily completed.
17.Prepares final Certificate of Payment at expiration of lien period.
18.Evaluates Substitution Requests for acceptability.
19.Coordinates completion of necessary project archiving steps with Construction Administrator I.
4-year degree in architecture or construction field of study, or 10+ years of job experience in a construction related field. Bachelor’s degree preferred but not required. Registered architect preferred. Successful completion of the Construction Documents Technology (CDT), Certified Construction Contract Administrator (CCCA) and LEED certifications preferred.
Proven working experience in project management in the architecture/engineering sector
Solid technical background with understanding and/or hands-on experience in design to construction
Excellent client-facing and internal communication skills
Solid organizational skills including attention to detail and multi-tasking skills
Strong working knowledge of Microsoft Office
Knowledge of CAD/Revit a plus
Ability to read and interpret construction documents
