Crane Aerospace & Electronics is seeking to hire a Contracts & Export Compliance Manager - Government, in Burbank, CA.
Candidates local to the greater Burbank / Los Angeles area are highly desired. Relocation support will be nominal.
As part of the Aerospace and Electronics integrated Contracts Team, the Contracts Manager - Government will support the business team in the effective review, negotiation, and management of US government contracts, to enable achievement of business plan goals, while “protecting the franchise” and minimizing the company’s risk and liability. This person will also help to ensure the company’s compliance with applicable US government procurement regulations, including the FAR (Federal Acquisition Regulation) and DFARS (Defense Federal Acquisition Regulation Supplement) by executing, improving, and enforcing appropriate procedures, processes, systems, and training.
While this position is located at the Burbank, California site, responsibilities include leading group-wide activities to align government contracting processes across all Aerospace & Electronics sites.
Responsible for executing and improving processes and procedures for government contracting using the Crane Business System.
Responsible for ensuring the Group’s compliance with applicable government FAR and DFARS regulations by managing the company’s government procurement compliance system, including maintaining a comprehensive FAR/DFARS compliance matrix showing functional owners and means of compliance.
Proactively contribute as a constructive team member with Business Development, Customer Account Management and Administration, Finance, Program Management, Supply Chain, and Engineering to develop and execute acceptable contract terms and agreements which lead to profitable growth, while protecting the franchise from unnecessary risk, including evaluating contract terms against Crane policy CP-400.
Responsible for creating and managing appropriate government contracts training programs and tools (such as Convergence training modules) that will ensure a competent and self-sufficient contracting team.
Advocate compliance with all Crane Co. government contracting policies and procedures, including Crane policies CP-102, CP-400, CP-GCs, and creating/updating associated Aerospace & Electronics Instructions.
Interface as needed with Aerospace & Electronics management, Crane Co. legal, and outside attorneys to resolve government contracts issues. Participate in the Crane Co. contract stoplight chart monthly reviews.
Act as Group contracts compliance focal point for cyber incident evaluation and reporting, in accordance with DFARS 252.204-7012.
Keep abreast of evolving regulatory issues that may impact our business, such as conflict minerals, FAR “commercial item” procurement, government data rights, specialty metals, counterfeit parts, etc., and then communicate these impacts and work with the Group to develop a compliance strategy.
Bachelor’s Degree in Technical or Business field.
Seven years of relevant experience in managing government contracts.
Seven years of relevant leadership experience in a defense industry regulatory compliance environment.
Demonstrated in-depth understanding of commercial contracts terms and conditions and the contracting process.
Demonstrated in-depth understanding of FAR and DFARS regulations and the government contracting process.
Proficient in conflict resolution and assertive enforcement of US government and company policies.
Familiarity with export regulations, such as EAR, ITAR, and OFAC.
A government security clearance is not required; however, due to exposure to unclassified controlled technical information, including export-controlled information, US Person status is required.
Must be a US Person under International Traffic in Arms Regulations (ITAR) to be eligible.
Additional Salary Information: Salary is dependent on experience starting at $100K
