Example Of Duties • Performs highly complex real estate appraisal functions • Prepares appraisal reviews and recommends value for acquisition purposes • Prepares appraisal reviews of appraisals prepared for condemnation cases and provides appraisal support to condemnation attorneys in preparation of mediations and trials • Performs a broad range of complex, cross-sectional real estate and right-of-way appraisals to include but are not limited to appraisals required for major Capital Projects, property management lease negotiations, and appraisals for surplus property sales • Plans and manages appraisal projects • Prepares written and oral reports, resolutions, correspondence and legal documents, as required • Maintains real estate records and computer files • Represents the department in meetings with other departments/divisions, property owners, and consultants, as required • Provides oversight and management of outside appraisal consultants • Provides leadership, guidance, and advice to staff on complex real estate valuation issues • Provides training to support staff on real estate related functions • Coordinates work activity of both professional and administrative staff when working on special projects • Assists management in managerial tasks when requested, including, but not limited to, serving as temporary or acting manager or attending meetings on behalf of the Real Estate Department • Previews and analyzes real estate appraisals • Prepares appraisal reports for internal projects, as required • Solicits, reviews, and evaluates appraisal proposals • Develops work specifications and plans for selection and guidance of independent appraisers • Prepares value estimates for sales and rental of real property • Assists management in preparing budget reports estimating real estate acquisition costs • Reviews title reports, appraisals, and similar supporting documents and reports • Serves as liaison with construction staff, consultants, contractors, and attorneys, as required • Coordinates Emergency Response Services as required • Serves as liaison among all parties involved in pre-acquisition appraisal related activities • Researches and recommends market rental values • Interfaces with County Counsel and outside counsel on legal matters • Contributes to ensuring that the EEO policies and programs of Metro are carried out
Requirements For Employment • Bachelor's degree in Business, Real Estate, or other related field • 5 years of senior-level experience performing work in real estate appraisal and conducting appraisal reviews • California Real Estate Appraiser License is required • Master's degree in Business, Real Estate or other related field is highly desirable • Professional Certificates/Licenses: Designation as Senior Right of Way Agent (SRWA) is highly desirable • Member of the Appraisal Institute (MAI) designation is highly desirable Knowledge: • Theories, principles, and practices of appraisal, condemnation, contracts, and general real estate law • Applicable local, state, and federal laws, rules, and regulations governing real estate practices, including the Uniform Relocation and Acquisition Act (URA) and the Uniform Standard of Professional Appraisal Practices (USPAP) • Environmental clearance process, including NEPA and CEQA • Principles of supervision • Engineering fundamentals Abilities: • Perform highly complex real estate functions in the field of appraisal • Understand, interpret, and apply laws, rules, regulations, policies, procedures, contracts, and budgets • Analyze situations, identify problems, and recommend solutions • Exercise judgment and creativity in making decisions; sensitivity in politically-charged areas or projects • Compile and analyze complex data • Prepare comprehensive reports and correspondence • Interact professionally with various levels of Metro employees and outside representatives • Work successfully under tight time restraints • Perform a heavy volume of work with an excellent degree of accuracy • Prepare and conduct training programs • Organize and manage many projects simultaneously • Demonstrate leadership skills in training others • Communicate effectively orally and in writing • Lead staff members providing work direction and guidance • Travel to offsite locations within a reasonable timeframe • Read, write, speak, and understand English Selection Procedure Applicants who best meet job-related qualifications will be invited to participate in the examination process that may consist of any combination of written, performance, or oral appraisal to further evaluate job-related experience, knowledge, skills and abilities.
