The Pleasant Valley Recreation and Park District (District) is seeking an enthusiastic, collaborative and forward-thinking professional to serve as the next Parks Services Manager who succeeds in a fast-paced, highly demanding, yet rewarding work environment. Responsibilities include overall management for maintenance, planning, capital outlay, construction work, and operation of District parks, landscapes areas, and open space; administration including budget preparation, contract review and review, employee development and performance evaluations, employee discipline and coordinating District policies.
A key element of the District's culture is based on open communication. As a key member of the District's management staff, the Parks Manager will work closely with the District's General Manager, District Board members, peer department heads, administration staff and members of the community.

Reviews and assists in the development of division operations and procedures and develop techniques and procedures to increase efficiency and effectiveness of the parks department.
The Parks Manager is the senior management level class and utilizes a broad range of management skills, including solid interpersonal and leadership capabilities, to direct policies and procedures through subordinate supervisors. Responds with flexibility, sound business judgment, objectivity, integrity, and constructive application of new trends in organizational culture and changing economic realities. This classification is distinguished from the next higher classification of General Manager in that the latter has overall responsibility for administering the District's operations.
Departmental operations are coordinated with the activities of other District departments and are developed within the framework of District policies, finances and the District's Strategic Plan. The Parks Manager has primary responsibility for dealing with difficult matters involving departmental programs, including interpretation of related laws, codes, ordinances, and regulations, and for ensuring compliance with local, state, and federal law. The position requires a demonstrated ability for working successfully with staff, management, citizens, planning groups, other public entities, development corporations, Board level committees and other organizations and individuals. The position requires considerable contact and the ability to have a successful working relationship with appointed committees and elected boards.
Under General Manager direction, plans, manages, oversees and directs the operations and services of the Parks Department; major areas of responsibility include; maintenance, planning, land use, risk management, ADA, emergency plans, and maintains departmental goals, objectives, policies, work standards, and internal controls; participates as a contributory member of the District's Management Team, coordinating efforts with the General Manager and all other departments; and performs related duties as required. Receives Parks direction from the General Manager. Exercises direct and indirect supervision over supervisory, professional, rangers and landscape/maintenance staff.
QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
- Thorough knowledge of: relevant parks and recreation program administration, organization, management and planning theories, policies, practices and techniques; related public and business administration principles and practices relative to financial management and customer-focused program development and administration.
- Thorough knowledge of the full range of supervisory principles and practices, labor relations and personnel management.
- Thorough knowledge of and ability to use computer software applicable to the duties of the position.
- Working knowledge of budgetary principles and procedures.
- Working knowledge of relevant State and Federal laws, rules and regulations.
- Ability to manage a wide variety of parks programs, activities and facilities.
- Ability to develop and maintain effective division policies, practices, and standards within public policy parameters.
- Ability to oversee the implementation of effective business procedures in enterprise operations.
- Ability to provide policy-level consultation on District Parks matters.
- Ability to exercise considerable judgment in planning for future parks development.
- Ability to prepare, administer, and monitor the division budget.
- Ability to work with a high degree of independence.
- Ability to hire, train, assign, evaluate and discipline employees. Ability to manage personnel both directly and through subordinate supervisors. Ability to organize, direct, coordinate, evaluate and control the activities of clerical, technical and professional employees. Ability to establish and maintain effective working and public relationships and to represent Parks interests in a wide variety of venues.
- Ability to effectively develop and communicate technical recommendations to Boards, Commissions, elected officials, other governmental officials and the public. Ability to prepare and present persuasive written and oral reports and recommendations. Ability to communicate effectively both orally and in writing and to speak persuasively before diverse groups. Ability to attend meetings and other functions during the evening and/or on weekends.
- Ability to maintain adequate attendance.
EDUCATION and/or EXPERIENCE: Bachelor’s Degree in Park Administration, Ornamental Horticulture, Landscape Architecture or related field, five (5) years of increasingly responsible experience in landscape and building maintenance or crafts work including at least three (3) years of supervisory experience; or an equivalent combination of education and experience.
