Under direction, the Educational Facilities Planner assists the Capital Planning and Space Management unit in the preparation of reports and documents related to the University's capital improvement and space management programs. Major responsibilities include the preparation of documents for capital outlay projects such as Business Case Analysis BCA), Project Summaries, Project Planning Guides (PPG), Capital Improvement Budgets (CIB), equipment lists, and the 10-year Capital Financial Plan (CFP). In addition, the incumbent is responsible for providing support in the preparation of the space capacity and utilization analysis including preparing and analyzing projections of workload patterns, assessing the effects on program space, and analyzing current and future utilization of classrooms, teaching laboratories, research laboratories, and academic/research offices.
The Educational Facilities Planner uses skills as a seasoned, experienced planning professional with a full understanding of industry practices and organization policies and procedures and full range of planning skills and expertise; resolves a wide range of issues. Demonstrates good judgment in selecting methods and techniques for analyzing alternatives and recommending solutions. Operates with considerable independence in concept planning, project definition and feasibility phases of major construction projects.
The Office of Planning and Budget is the principal staff arm of the Chancellor and Campus Provost/Executive Vice Chancellor in the areas of academic, capital, enrollment, financial planning, policy analysis, and fiscal administration. In this capacity, it develops and maintains relevant databases, provides analyses of policies and programs, assists in the determination of campus priorities, and in the development of strategies designed to achieve these priorities. Its responsibilities include the campus operating budgets, capital plans and capital budget, admissions targets, enrollment plans, and such special studies and reviews of programs and operations as may be necessary to enable the Chancellor and Campus Provost/Executive Vice Chancellor to discharge his/her responsibilities in these areas. Capital Planning and Space Management (CPSM) is one of the units in Planning and Budget and is responsible for space planning, programming, funding, management and utilization aspects of the campus capital improvement and space management programs.

Bachelor's degree or equivalent combination of education and experience in education, business administration, project construction administration, architecture, accounting, city planning, or facilities planning.
Thorough working knowledge / skill in city planning, architecture, landscaping, accounting, business management, or other planning-related fields.
Strong analytical and problem-solving skills sufficient to identify needs, conduct research, and develop innovative alternatives, proposals, and solutions. Demonstrated experience and skill in using analysis to draw systematic and rational conclusions from data.
Strong written, verbal, and interpersonal communication skills, including political acumen. Written communication skills sufficient to prepare correspondence, documents, reports and presentations.
Strong organizational skills. Able to establish priorities and manage multiple activities to meet unit, campus and university deadlines.
