Working under the general direction of the Planning Supervisor, the Planning Specialist 4 acts as the lead technical expert in planning, organizing, and/or performing the work of a professional staff engaged in seeking capital project approvals, providing strategic space planning and programming direction, facilitating transition (operational and move) planning; and developing and advising upon the funding and budgeting aspects of UC Davis Health's capital improvement program. The Planning Specialist 4 also has assigned responsibility for the development and coordination of the preliminary planning and programming phases of construction projects for both new construction and major alterations; provides technical information and advice on building space needs, utilization, and standards; and produces and coordinates capital improvement program reports in accordance with university, state, federal, and local mandates.REQUIRED--Bachelor's Degree (preferably in planning, public policy, healthcare, business administration, social science, architecture/design, construction management, project management, real estate) and/or equivalent education/experience.--At least 5 years related experience in space planning/programming, facilities planning and/or asset management, budgeting. --Exceptional writing skills to produce concise, descriptive reports and documents.--Experience providing analysis involving complex issues using data sources, analytical techniques, writing, metrics and data sources for assessing facility utilization and needs for a large organization. --Experience to develop long-and short-term goals for resource planning, to analyze and evaluate programmatic needs, identify secondary effects, and recommend changes for effective administrative operation. --Experience in stakeholder engagement, group facilitation, and coordination.--Experience interacting with customers, co-workers, and outside departments through written and verbal communication.--Organizational skills to organize, plan, coordinate and set priorities effectively.PREFERRED--Master's Degree in Business Administration, Healthcare Administration, Planning, Public Policy, Social Science, or Nursing. --Knowledge of a university or government work environment.--Knowledge of, or work experience in, a hospital or outpatient setting.--Knowledge and experience with policies, procedures, and practices specific to capital projects and space management in a government, university, or healthcare environment.--Experience working in an environment requiring a high degree of political acumen and professional tact.--Experience in grant development.--Functional knowledge of the basic principles of capital program management.--Experience working with a large-scale database (preferably dealing with space or asset management) and/or work order system to include maintaining standards and data quality.--Knowledge of data visualization tools and techniques.--Leadership skills with proven results in collaboration and participation of internal and external stakeholders.SPECIAL REQUIREMENT - THIS POSITION MAY BE SUBJECT TO A CRIMINAL BACKGROUND INVESTIGATION, DRUG SCREEN, LIVE SCAN FINGERPRINTING, MEDICAL EVALUATION CLEARANCE, AND FUNCTIONAL CAPACITY ASSESSMENT
