Provides administrative and technical direction for all estimating activities for our West Region for water/wastewater, industrial, municipal, federal or similar complex facility construction projects with revenue from $10 - $200+ million. Ensures that corporate objectives are met. Provide Final review of large size projects. Primary Responsibilities *Implement established, estimating department policy in his/her Region, within overall corporate objectives. * In conjunction with Project Managers, provide administrative and technical assistance in negotiating purchase orders, subcontracts, and change orders during procurement. * Supervise the preparation of market cost studies, material and methods, recommending appropriate changes to database. *Mentor and train all estimators in his/her region in their duties, in estimating procedures, in construction methods, and in the use of the estimating software systems. * Manage and administer department functions in his/her Region including operating budgets, staffing, wage reviews, work assignments, performance evaluations, etc. * Assist Region Manager (RM) by reviewing project details and provide recommendations, and in collaboration with RM determine strategies, techniques, & resources * Provide close coordination and oversight with design discipline leads for cost effectiveness and constructability for proposals * Contact subcontractors and suppliers for outsource pricing. * Review all final estimate and proposal packages to ensure accuracy and completeness for formal quotation and presentation * As a member of the corporate management team, may participate in client meetings. * Maintain historical data for estimating man?hours for various types of estimates (i.e. Design/Build, Hard bid, Construction Management at Risk, Opinions of Probable Construction Cost, etc.) and bid results by project. * Assist in the standardized use of the Timberline Systems, maintenance of the Timberline cost database and enhancement to the Timberline Estimating System * Assume total responsibility for scope and quality of estimating department's work * Perform additional duties requested by Unit Vice?Presidents
Bachelor's degree in Engineering or Construction Management, or equivalent combinations of technical and/or related experience. Advanced management or technical training preferred. Minimum 10+ years extensive experience in water/wastewater or similar complex industrial facility construction estimating and related functions; Construction field experience preferred. Ability to read and comprehend drawings and specifications. Ability to perform conceptual estimates in many trades and review estimates in most trades; Advanced knowledge of multiple disciplines, estimating techniques and cost controls. Ability to estimate most types of projects/contracts; Strong personal computer skills including intermediate knowledge of estimating, and On?Screen digitizing software.; Excellent communication, organizational, interpersonal and supervisory skills required; Thorough knowledge of corporate objectives impacting estimating, estimating strategies and techniques, and construction contracts required;
