Under the direction of the Vice Chancellor of Finance, the integrated teams of Capital Strategies work together to bring planning, construction and development services to the campus.
Capital Projects manages the design, construction, retrofitting and restoration of campus buildings and their surroundings. Many skilled professionals work in Capital Projects as architects, landscape architects, planners, engineers, inspectors, construction specialists, contract administrators, accountants and administrative personnel, all of whom work to serve the campus community.
Provides strategies, tactical management and coordination of all capital improvement projects, including ensuring implementation of planned and comprehensive building, landscape and infrastructure campus programs.
Reviews detailed, quantity and cost take-offs and approves cost estimates, functional studies and establishes project schedule and budget and reviews with clients; coordinates the development and presentation of conceptual and detailed estimates to the client; establishes milestones and monitors adherence to master plans, budgets and schedules. When preliminary cost estimates exceed the client's expected budget, works with architects and contractors in a value-engineering role. Assists in exploring architectural alternatives, pricing the alternatives that offers the greatest opportunity for cost savings.
Manages professional staff of architects, engineers, landscape architects, project managers, analysts, and other design/construction professionals; identifies staffing needs, selects, hires, trains, evaluates and as required takes corrective action with direct reports.
Determine delivery method and bids or negotiates construction contracts. Itemize specific scopes of work and manage the contractor bidding process in conjunction with Contracts Administration. Examines and analyzes estimates and schedules.
Directly oversees budgets and scheduling issues for assigned projects, ensuring on-budget and on-time performance. Provide expertise in selection of design professionals, fee and contract negotiations, project code compliance and regulations, engineering and technical support, campus policies and project development.
Establishes/maintains good working relationship with diverse populations including campus clients, internal departmental units, academic department, campus service providers such as EH&S and Police, and external regulatory agencies such as State Fire Marshall, State Architect, et cetera, to ensure sufficient support for tactical project implementation.
Develop standards, documentation, and organizational structure and business processes and practices to ensure consistent cost estimates.
Develop and maintain a historical project cost data base and ensure consistency and accuracy across Capital Project's project development pipeline.
Advises senior management in responding to requests for information regarding the Capital Improvement Program, ensuring consistency and continuity in offering historical perspective in describing projects.
Thorough knowledge of the campus, including its vision, mission, goals, organization, achievements, infrastructure and short and long range strategic capital projects plans.
Thorough knowledge in planning, design, construction, environmental issues, legal issues, federal, state and local laws, regulations and practices governing planning, building design and construction.
Thorough financial, budgeting and cost management skills, including interacting with and synthesizing widely divergent viewpoints and interests.
Advanced analytical, organizational and problem recognition/avoidance/resolution skills.
Excellent organizational skills including skill in consistently and effectively meeting budget and time deadlines.
Excellent skills to lead, direct and manage personnel including selection, training, evaluating and as required taking corrective action.
Advanced Presentation and communication skills.
Ability to read and fully understand project documents including blue prints.
Understanding of Labor, Equipment and Material Rates.
Basic knowledge and understanding of construction costs to prepare conceptual estimates.
Advanced written, verbal, and interpersonal communication skills, including highly effective negotiation skills and highly developed political acumen.
Advanced user of MS Excel and/or software related to drafting, modeling, estimating and scheduling.
Proficiency with technology
Bachelors degree and/or equivalent experience/training in engineering, architecture, quantitative surveying, or construction management.
Minimum of 15 years work experience in the Architecture/Engineering/Construction industry.
Local knowledge of construction industry and relationships with contractors, subcontractors, and vendors in the San Francisco Bay Area preferred.
