The Contracts Administrator 4 has the independent responsibility for structuring, bidding, and executing legally binding contractual documents that establish business relationships between the University and design professionals, construction contractors and professional consultants for Facilities Design and Construction (FD&C), Facilities Planning ( FP) and Plant Operations and Maintenance (PO&M). Additionally, the Contracts Administrator 4 supervises Contracts Administrator staff to structure construction and consultant contracts in compliance with applicable laws, system-wide and campus policies and procedures and schedule bid timelines and workload.REQUIRED-Extensive experience and knowledge in public administration of construction and consultant contracts.-Extensive experience with construction contract and competitive bid policies, procedures, and regulations. Knowledge of legal concepts and principles to recognize unacceptable contract provisions in construction contracts, consultant agreements and authorizations.-Experience supervising personnel including recruitment, training, work assignment, setting expectations, evaluating performance, and initiating reward or corrective action. -Experience reading and analyzing complex technical and legal documents, including construction contracts, negotiated contracts, and consultant agreements.-Experience training others on complex legal contracts, specifications, and public code bidding processes within the campus and university context.-Knowledge of specific construction contract types to ascertain suitability for specific application and amendment.-Skill to read and compare architectural/engineering drawings and specifications related to large and technically complex capital improvement projects.-Skills to research, interpret, and apply federal/state/university rules, regulations, policies, and department mission, goals, and objectives.-Skill to analyze technical problems, develop solutions, and make recommendations based on objective analysis.-Skill to work independently and make decisions under general direction.
