Position Summary: Under the direction of the Director of Design and Construction, responsible for implementation of major capital and non-capital projects. Functions as an influential leader in relations with other organizational units. Acts on behalf of the Director of Design and Construction Management to direct overall management of all construction when senior leadership is absent from office. Provides expert advice impacting critical or complex organizational units, based on organizational goals and objectives. Assists executives and / or senior directors in defining organizational goals and strategic plans. Participates with other senior managers to establish strategic plans and objectives. Provides technical advice related to design and construction effectively to University stakeholders, as well as to representatives of the design and construction industry. Works with campus representatives to insure compliance of projects with policy and all applicable regulations.

Duty 1: Participates with other managers to establish systemwide design and construction strategic plans and objectives. Identifies and develops processes to better assess and deliver projects. (Life Cycle Cost Analysis, construction trends, etc.). Plans, designs, influences and implements organization-wide processes and infrastructure related to facility construction, ensuring compliance with applicable law, best practices and Regents' direction. Takes a leadership role in the assessment of applicable Design/CEQA /Regents' items. Interactions with individuals and organizations at various levels. Interactions frequently involve special skills, such as negotiating or attempting to influence senior level leaders regarding matters of significance to the organization. Provides oversight for construction and design activities at UC campuses, medical centers and other locations / projects. Manages, prepares, administers, and directs organization-wide programs. Participates in providing training and resources through the Capital Projects Institute. Function:Strategic Planning and Implementation Percent: 55
Duty 2: Represents the Office of the President to the internal and external community by cultivating and maintaining beneficial working relationships with key location contacts, industry partners and stakeholders as well as public regulatory bodies and entities. Provides a leadership role in the development and delivery of Capital Project Institute content. Function:Capital Project Institute Percent: 15
Duty 3: Oversees the campus wide Designated Campus Fire Marshall, OSHPD Designated Campus Fire Marshal and Campus Building Official programs and MOU. Ensure campus wide compliance with MOU and assist in oversight of on-going training, certifications and compliance. Function:Campus Compliance Oversight Percent: 15
Duty 4: Develop new processes and procedures to assist in the implementation of Regental directions concerning the capital program. Develop effective and innovative methods for capturing and presenting information and data that will ensure the most effective means are used in contracting for project delivery. Job Requirements Bachelor's degree in architecture, civil engineering, construction management, law and/or a related field.
Minimum 15 years of experience as a project manager and/or construction administrator with experience in a related field is required Required
Advanced skills in strategy development, systems planning and change management.
Proven leadership in problem solving and collaborating on resolution of complex issues. Ability to communicate positions to technical and non-technical colleagues.
Advanced knowledge of planning, design and construction procedures, industry practices. Advanced knowledge and skill in construction management, supervision and inspection.
Excellent written, verbal, and interpersonal communication skills, including effective negotiation skills and well developed political acumen. Ability to develop professional documents and presentations.
Excellent supervisory, mentoring, team building and facilitation skills.
Advanced project management skills. Required
Knowledge of University organization, including its infrastructure, rules, regulations, policies and short and long range strategic building plans.
Advanced knowledge of institutional construction environments, including infrastructure, and applicable rules, regulations, laws, policies and practices.
Ability to work effectively under pressure, multi-task and to manage time/prioritize responsibilities, tasks and assignments.
Excellent skills to work collaboratively and act persuasively in sensitive situations; skills in conflict management techniques.
Licensure as an architect/engineer preferred. Certification in construction management preferred. Preferred
