Departmental Overview Provides technical leadership and management for the Engineering Administrative Computing Group (ACG). This group is responsible for supporting administrative computing and online information throughout the EECS Department and for creating and supporting web database applications used by the College of Engineering Dean's Office, all Engineering departments, and a few other campus units. Responsibilities include providing leadership and guidance on technical issues such as information security, systems architecture, and strategic planning; supervising and mentoring ACG staff; and performing technical duties with a high level of professional ability. Technical functions include database design and administration, systems administration, desktop support, business systems analysis, security and privacy oversight, and web applications development and maintenance.
The College of Engineering at UC Berkeley is recognized for its educational and research excellence, consistently ranking among the top three Engineering colleges in the United States. EECS is a top ranked department whose two divisions (Electrical Engineering and Computer Science) enroll 2800 undergraduate and 680 graduate students. With over 130 faculty and 60 staff, EECS is the largest department in the College of Engineering and one of the largest departments on the Berkeley campus. The Department's mission is to provide high-quality instruction at all levels, prepare undergraduate and graduate students for leadership in the profession, perform high-impact research, and serve the campus, the State and the nation.
Responsibilities 65% Manages ACG staff and services: Supervise a technical team supporting administration, public affairs, and student life-cycle management for the EECS department and the College of Engineering. IT Management:
Identify client needs based on organizational objectives and business processes, set team priorities in alignment with departmental, College of Engineering, and campus goals, and regularly review and update IT service offerings to ensure that appropriate services are provided to meet unit needs and create a stable and secure computing environment.
Oversee the management and administration of servers, websites, web applications, and administrative and faculty desktop systems.
Work with ACG staff to ensure development of and adherence to best practices, including documentation and accountability. Promote and model a culture of continuous improvement.
Leverage IT service providers such as IST, CSS, and external vendors.
Manage group budgets used for the acquisition of hardware, software, services, and training, while maintaining oversight of cost control measures. Track existing base of desktops, laptops, and printers and recommend replacements as appropriate to balance effectiveness with cost control.
Evaluate and select vendors, and manage vendor relationships.
Recommend IT solutions for a wide variety of situations, based on a thorough and up-to-date understanding of the campus and external IT landscape. Supervision
Conduct ongoing staff performance management through mentoring, providing constructive feedback, setting and monitoring goals and performance standards, and conducting annual performance evaluations.
Establish overall direction for ACG by setting priorities, reviewing and updating staffing requirements and job definitions, and addressing training needs.
Facilitate an engaging, inclusive, and collaborative work environment based on the campus Operating Principles by communicating openly with staff, encouraging them to try new things and work with each other, and providing opportunities for professional development.
Hire staff, perform salary actions, and establish succession-planning models. Strategic Planning and Leadership
Work with college and departmental staff, ACG staff, and partners to improve overall IT in the College: increase communication and collaboration, reduce duplication of effort, implement best practices, identify unsupported efforts, and increase baseline support.
Identify areas in the College where overall functions could be improved by using different levels, types, or combinations of IT services. Create plans for making these improvements.
Represent and advocate for IT needs including staffing and technical resources. Contribute to the COE IT management team and other COE and departmental project groups, and represent COE IT perspectives in campus IT forums.
25% Technical Duties:
Acts as secondary DBA for ACG's more than 30 database applications, creating and updating database schemas and reviewing others' work.
Maintains, updates, and troubleshoots Drupal web software for the Engineering and EECS main web sites. Maintains web configuration for secondary static web site.
Administers Linux systems used for production web applications, mail aliases, offline database-related tasks, QA, and testing. Provides support and triage for desktop and laptop computers and off-the-shelf software for departmental staff, referring to CSS IT as appropriate. Provides advanced troubleshooting support when problems can not be solved by other desktop support staff.
5% Creates complex documentation for IT-related processes and policies. Ensures that ACG staff document their work, best practices, and tools. Also creates formal communication with users in areas of security, job transition, and other policy areas of IT. Works through staff, EECS and College Managers to insure implementation.
5% Acts as security lead for ACG and promotes IT security within the units served. Maintains up-to-date knowledge of information security landscape. Evaluates information security for departmental administration, works with staff and with technical tools to avoid information compromises, and responds to reports of security problems.
A detailed working knowledge of the applications programming development function.
Solid interpersonal and management skills, including the ability to communicate effectively across the organization at multiple levels both orally and in writing.
Supervisory, leadership, and technical skills required to oversee staff performing information systems functions, including system administration, web application development, website back end management, and end user IT support.
A commitment to excellence in service and effective business processes, with the ability to implement IT systems that facilitate the achievement of unit goals.
Solid ability to communicate highly technical information in a clear and concise manner to both technical and nontechnical personnel.
In-depth knowledge of information technology trends, policies and procedures, campus initiatives and climate, and issues in higher education.
The ability to gather, organize, and analyze data in the completion of assignments.
Solid understanding of database design principles and how to apply them in practice.
Solid Linux system administration skills, including compiling and installing software packages and maintaining secure configurations on high-risk networks.
Knowledge of information privacy and security laws and practices.
Project management skills for medium-size departmental projects, including balancing time, budget, and scope in the context of constrained resources and high expectations.
A thorough understanding of departmental processes, campus systems, and campus standards.
Bachelors degree in related area and/or equivalent experience/training.

The salary range designated for this position: $94,800 - $200,600; however, starting salary will be commensurate with experience.
