Position Summary: Facilities Project Management Specialist with expert level skill and expertise in one or more highly complex areas of the design and construction process for major and significant building projects; expertise may be in the area of emerging technologies within construction practices such as sustainability. Serves as the technical expert in field of expertise. Advises senior management and consults with industry professionals in designing, planning and implementing complex, technical systems and / or customized construction features. Exercises independent judgment, and provides guidance to lower level Building Project Management Specialists. Manages all levels of major construction projects including change management, communications, and move planning. This position is also responsible for Interim Environmental Health and Safety for projects and integrating existing EH&S activities with new buildings.

Duty 1: Responsible for all aspects of the design and construction process for major and significant building projects. Exercises independent judgment in methods, techniques, and evaluation criteria. May oversee, manage or supervise work of lower level professional positions.
Resolves issues / problems requiring specialized knowledge and is widely recognized and consulted by organization staff for their expert knowledge in a specific area of expertise, such as 'green' building practices, landscape, mechanical engineering, infrastructure or other key building components.Acts as liaison among participants and resolves problems or conflicts in areas of expertise, including recommending range of solutions to disputed issues or contractor claims.
Serves as technical expert and provides advice and guidance to all levels of management and provides expert technical advice and consultation at all levels in the area of technical expertise.
Coordinates activities associated with technical implementation of specific systems with facilities project managers. Establishes project milestones and schedules, prepares cost estimates, functional studies, construction plans and specifications and monitors for adherence to master plans, budgets and schedules. Duty 2: Responsible for all safety, security and related compliance activities for all UCOP locations in California, the US and Internationally. Develops, coordinates and implements programs and services in support of major projects including EH&S activities for new and existing buildings. Provides leadership for safety and compliance activities related to EH&S. Advises building leadership on EH&S structure, activities and budget. Develops criteria and performance specifications required to meet unique operating requirements and building safety codes.

Duty 3: Across all active projects both major and minor capital- responsible for the design, implementation and coordination of complex technical systems, programs, or other customized construction activities within the area of expertise to ensure smooth project completion and integration with existing building processes, systems and staff including areas of emerging technology.

Job Requirements Bachelor's degree and / or 7-10 years progressive successful experience in construction administration, architecture, engineering or facility management.
Expert written, verbal, and interpersonal skills, including expert level political acumen and negotiation skills.
Expert knowledge of design and construction, contract administration and state building codes, including expert understanding of industry practices or highly specialized and critical disciplines.
Expert project management skills to effectively manage highly complex projects or highly specialized and critical components of projects with a significant impact on the organization.
Expert skill in building, maintaining and nurturing strong professional relationships to achieve short and long range program implementation goals.
Expert knowledge in one or more complex, technical areas of construction, such as sustainability, mechanical engineering, landscape architecture, infrastructure or other specialty fields.
Within area of expertise, expert skill in advising and consulting with all levels of management and / or capital planning, budgeting and construction professionals.
Expert skill in promoting, advancing and implementing programs within area of expertise.
