Departmental Overview Capital Strategies provides an integrated approach to planning and development of UC Berkeley's facilities. The teams work together to bring planning, construction, and development services to the campus with a focus on customer service. In support of the campus's mission, our goals are to maximize operating efficiencies and revenue generation opportunities across all (on- and off-campus) real estate.
Capital Projects manages the design, construction, retrofitting, and restoration of campus buildings and their surroundings. Many skilled professionals work in C&D as architects, landscape architects, planners, engineers, inspectors, construction specialists, contract administrators, accountants, and administrative personnel, all of whom work to serve the campus community.
We are seeking a Project Manager at either the 3 or 4 level, depending on experience, to be able to evaluate mechanical and electrical systems, offer solutions to improve system operation and oversee implementation and commissioning to deliver a fully operational system. The successful candidate will act as the primary liaison among user groups, designers and contractors during all project phases from planning, programming, design, cost estimating and construction through start up and close out.
Manages the project program. Meets with clients to help define both project scope and program. Reviews existing systems, recommends modifications to mechanical/electrical systems to meet the University's requirements.
Works with other units and departments to facilitate the project program and ensure project funding.
Hires architectural, engineering and consultant firms to develop project requirement definitions, design criteria, and preparing layouts and detail drawings.
Provides leadership expertise, direction and management of the engineers, architects and other consultants.
Prepares and approves cost estimates, functional studies and establishes project schedule and budget and reviews with clients.
Establishes milestones and monitors adherence to master plans, budgets and schedules.
Develops criteria and performance specifications required to meet unique operating requirements and building and safety codes.
Ensures plans and specifications conform to all codes and regulations.
Determine delivery method and bids or negotiates construction contracts.
Reviews, manages and oversees construction activities, including contractor's schedule, RFIs, Submittals, Change Order Requests, and Punch List. Focuses on monitoring of construction milestones.
Coordinates final inspections and acceptance by the campus Fire Marshal and Inspection Services
Acts as liaison among project participants and resolves problems or conflicts, including recommending range of solutions to disputed issues or contractor claims.
Ensures project is properly closed out and Operations & Maintenance Manuals and record drawings are turned over to Physical Plant Campus Services.
May oversee, manage, and/or direct other Project Managers and Analysts.
Required Qualifications Required Qualifications for Project Manager 3 (7078U):
Bachelor's degree in related field or equivalent experience/training
Thorough working knowledge of building and construction, design, construction contract administration and California Building Codes, in particular Chapters 10 and 11, including full understanding of industry practices
Thorough project management skills, including skill to manage complex mechanical projects.
Thorough knowledge of the campus, including its infrastructure and short and long range strategic building plans.
Thorough skills in problem recognition/avoidance/resolution.
Thorough organizational and analytical skills including skill to provide high quality control.
Thorough written, verbal and interpersonal communications skills including high level political acumen.
Required Qualifications for Project Manager 4 (0364U):
Bachelor's degree in related field or equivalent experience/training
Advanced working knowledge of building and construction, design, construction contract administration and California Building Codes, in particular Chapters 10 and 11, including full understanding of industry practices
Advanced project management skills to effectively manage highly complex projects, or highly specialized and critical project component.
Advanced knowledge of the campus, including its infrastructure, rules, regulations, policies and short and long range strategic building plans.
Advanced analytical, organizational and problem recognition/avoidance/resolution skills.
Advanced written, verbal, and interpersonal communication skills, including highly effective negotiation skills.
Bachelor's degree in Mechanical Engineering or equivalent experience/training
Advanced technical knowledge on the mechanical airside design and development.
