The Department of Electrical and Computer Engineering (ECE) is one of the largest and most complex departments on campus. The department is comprised of over 50 ladder rank faculty, over 150 additional academics in various research and instructional titles, and over 40 professional staff. Principal advisor to the Chair and Management Services Officer for Academic Affairs. Manage academic personnel services for the Department of Electrical and Computer Engineering; provide independent administration and coordination of all academic personnel matters. Analyze, interpret, and make recommendations to the Chair and internal CAP on academic personnel policies and procedures. Participate in internal CAP and faculty meetings to provide policy interpretation, historical data, and exception analysis. Initiate and coordinate recruitment efforts, appointments, advancements, visas, and recalls.
Ensure compliance with Academic Affirmative Action requirements; review, assess, and recommend revisions to existing policy and procedures; develop and formulate changes. Delegate and direct administrative faculty recruitment tasks to the Assistant to the Chair. Process appropriate forms for all leaves, sabbaticals and faculty leverage program. Serve as back up for tasks relating to postdoc, visiting scholar, and visiting grad student appointments, reappointments, and separations. Responsible for HR related tasks including: timekeeping for department staff, researchers, and postdocs, staff volunteer appointments, limited staff appointments, staff onboarding and offboarding, and serve as department representative on the Jacobs School APEX HR committee.
Occasional evenings and weekends may be required. Overtime may be required.
Demonstrated knowledge of policies and procedures as they relate to academic personnel, staff HR, benefits and payroll administration.
Demonstrated knowledge of academic and staff appointment and employment policies.
Basic knowledge of and ability to apply/interpret organization and college policies and procedures which govern academic HR.
Knowledge of university pay scales, salary administration, benefits, payroll system and payroll forms related to academic affairs and academic personnel.
Knowledge of classification procedures including the ability to prepare job descriptions and analyze for classification level.
Proven knowledge of academic and staff appointment and employment policies. Knowledge of appointment/review process for university academic and staff employees.
Demonstrated knowledge of unit academic culture and educational goals of discipline(s) served.
Knowledge of organization, college and departmental formal and informal policies and procedures and understanding of variances to stated policies.
Demonstrated knowledge of human resources management systems and other related business software programs and systems.
Strong analytical skills to conduct analysis and develop recommendations to Chairs/unit management. Excellent mathematical and computational skills to work with percentages and formulas.
Proven ability, past experience to solve complex problems through creative ability to identify, construct, evaluate, and implement innovative and sound solutions to wide range of issues. Ability to use initiative, creativity and resourcefulness to accomplish projects and tasks at hand.
