The Chief of Police/Director of Public Safety, plans, organizes, coordinates, and directs the operations and activities of the Police and Public Safety Department; directs law enforcement and, security personnel; develops and implements policies and procedures to improve operational effectiveness and consistent with best practices; administers the district's health and safety and emergency preparedness program; performs hazard risk analysis and assessment.
Duties may include, but are not limited to: • Plan, organize, coordinate and direct the activities of the Police Department/Public Safety Department; direct law enforcement and security activity. • Interview and select employees consistent with district procedures; supervise and evaluate the performance of assigned staff; coordinate and arrange for appropriate training or provide training directly; recommend transfers, reassignment, termination and disciplinary actions; develop work schedules to provide for maximum services. • Develop and prepare the department budgets, analyze and review budgetary and financial data, control and authorize expenditures in accordance with established procedures; review, approve and purchase equipment and materials as needed. • Monitor and review crime and hazardous or unsafe condition reports, parking citation appeals, and other controversial or disputed areas of public safety; conduct investigations to determine appropriate action; ensure compliance with legal mandates. • Respond to inquiries and complaints from the public and college personnel in writing, in person or on the telephone; resolve issues or concerns in a timely and effective manner; conduct student, employee, or departmental investigations as appropriate. • Direct and administer the District's Health and Safety/Disaster preparedness program. • Respond to and take charge of emergency operations on campus during disasters or critical incidents. • Operate various law enforcement and industrial health and safety equipment including radio and communications equipment, firearms and other electronic surveillance and safety monitoring equipment. • Direct and oversee the ongoing maintenance of law enforcement records management, parking citation enforcement, fire alarm and security/video/access control computer systems. • Maintain current knowledge of applicable provisions of the Penal, Education, Local Municipal, Fire, Health and Industrial Safety Codes, as well as other official codes and regulations related to the activities of the Department. • Direct the preparation and maintenance of records related to department functions and activities; maintain records of law enforcement, health and safety, and risk management activity affecting the District; maintain records as required; review and approve documents and reports as appropriate. • Attend and conduct various meetings; serve as chair of the District's Health and Safety Committee; serve as District representative on the SCSRM Risk Management/Loss Control Committee. • Review and recommend the selection of new systems to improve campus safety, including but not limited to District Intrusion Detection, Fire Alarm, Access Control, and Video Surveillance Systems; maintain current knowledge of changes in technology. • Manage, control and maintain the issuance of keys to District facilities. • Administer the District's Compliance with Rule 2202 of the South Coast Air Quality Management District. • Plan, review, recommend, and implement the District's parking lot construction and road improvement program. • Establish and maintain an effective emergency communication system within the District and surrounding community. • Review and recommend the selection of Architects, Engineers, Construction/Project Managers in District construction projects. • Create, cultivate, and nurture a cooperative working relationship with College management, faculty, staff, and local and regional partners. • Perform other duties as assigned.
MINIMUM QUALIFICATIONS Job competencies as indicated below:
Experience and Education: • Five (5) years of increasingly responsible law enforcement and supervisory experience with a P.O.S.T. certified California law enforcement agency. • A Bachelor's Degree in criminal justice, public or business administration, or related field; P.O.S.T. Supervisory certificate. • CPR Certification. Ability to: • Meet and maintain currency of standards specified by the Commission on Peace Officer Standards and Training (P.O.S.T.) • Obtain P.O.S.T. Executive Certificate within two (2) years. • Plan, organize, coordinate, and direct a comprehensive law enforcement and public safety program for a community college district. • Supervise and provide direction and training to law enforcement staff. • Analyze and respond to situations and properly apply laws and rules including the laws of arrest, legal rights of individuals and groups, rules of evidence and criminal procedures. • Develop, implement, and administer a complex balanced budget and prioritize departmental needs and expenditures. • Understand interpret, and apply applicable laws, policies and case precedents to law situations. Knowledge of: • Principles, practices and techniques used in modern California law enforcement, campus safety and crime prevention. • Current trends in law enforcement and court cases affecting police work. • Applicable federal, state, county, city and District laws, rules and regulations. • Liability issues and risk management as they pertain to community college policing. • Management principles, law enforcement, security methods, investigation procedures, crowd control, parking and traffic control techniques. • Education, penal, vehicle codes and rules, regulations, and policies of the District. • Principles of management, supervision and training. • Budget preparation and administration. • Oral and written communication skills. • Correct English usage, grammar, spelling, punctuation, and vocabulary. • Technical aspects of field specialty; fact finding methods and procedures. • Administrative organization, personnel, and policies of the District. • Interpersonal skills using tact, patience, and courtesy. • CAL/OSHA standards, requirements, and regulations. CONDITIONS OF EMPLOYMENT This is a full-time, 12-month, management position, Level III, Range 23 of the Management Salary Schedule with starting salary of Step A, $9,244/month. Effective date of employment will be as soon as a successful candidate is selected and a mutually agreed upon date is determined.
