Under the general direction of the Vice President for Administration and Finance (VPAF), this senior leadership position is responsible for providing leadership, supervision and compliance with best practices in the following functional areas: 1) Facilities Operations (plant, custodial, grounds), 2) Construction and Project Management, 3) Campus Planning and Sustainability, 4) Transportation, Parking, ID/Access Cards, 5) the Graphics/Mail Center, and other areas as may be assigned. It recommends policies and business strategies to the VPAF and provides general direction for each of the stated functional areas. It plans, directs and coordinates all operational activities at the highest level of management with the support of the subordinate leaders and managers. It assists in setting strategic direction for the University and ensures all departments' goals are aligned with those strategic initiatives. It strives to achieve operational excellence in all services provided with a focus on quality, customer service and effectiveness in support of the MSMU Mission. It ensures compliance to all applicable codes, standards and regulatory agencies. This position plays a significant role in supporting sustainability programs and creating a vibrant and inclusive campus life.
Duties and Responsibilities:
Demonstrates a high-level of tact and diplomacy while building effective and productive relationships with other university administrators at all levels of the campus. Effectively engages with key external stakeholders such as law firms, public relations consultants, neighbors and neighborhood organizations, and governmental agency representatives.
Provides leadership, expertise and direct oversight for all construction and renovation projects, including understanding and addressing issues related to entitlements, environmental reviews, and historical preservation zone matters.
Hires, supervises, evaluates, trains, develops and disciplines staff, as necessary. Develops managers who can independently conceptualize, negotiate and complete increasingly complex and important transactions.
Provides guidance and leadership to departmental leaders and managers on specific objectives for programs, project issues and strategic plan initiatives that have been established. Provides primary leadership in guiding, implementing, evaluating and modifying operational procedures related to each department.
Establishes, monitors, evaluates and modifies processes, procedures and/or standards ensuring alignment with the University's mission, values, and goals, as well as all applicable local, state and federal laws and regulations.
Develops and manages the annual operating budgets for each department and proposes capital improvement and deferred maintenance budgets for campus facilities. Creates innovative and entrepreneurial methods to oversee and track expenses and revenues. Analyzes and reviews operational metrics and financial data to improve efficiency and contain costs.
Oversees capital construction, tenant improvements and deferred maintenance projects. Works collaboratively with academic and administrative departments on the development and implementation of long range capital plans to assure that the complex needs of a wide range of departments are met; oversees space planning and space utilization for all campus spaces in collaboration with other university departments; and will work directly with all university departments and a range of non-university associated constituent groups to assure that all valued input is obtained for informed decision making.
Contracts with external vendors and suppliers and monitors their performance, work schedule and compliance. Serves as liaison to applicable external agencies and industries, internal departments and other educational institutions representing the University with respect to policies, processes and procedures.
Participates in and/or chairs various university committees.
Creates and delivers facilities update presentations to quarterly Facilities and Technology Committee of the Board of Trustees in collaboration with VPAF and Provost.
Provides technical expertise, information, and assistance, as needed. Provides leadership in problem solving and promoting improvements in all areas.
Advises the VPAF of unusual trends or problems and recommends corrective actions
Promotes safe work practices within each area of responsibility. Enforces safety rules, and assures employee compliance with all safety regulations and guidelines.
An exciting and challenging aspect of this position over the next several years will be the completion of the construction of a new Wellness Pavilion building on the Chalon campus, including the completion of the EIR and neighborhood agreements.
Performs other related duties as assigned.
Other Duties and Responsibilities:
Work is generally performed in an office environment with frequent interruptions and irregularities in the work schedule. Work hours may vary and occasional evening or weekend work is required.
This position is on call 24/7.
Occasionally, this position must visit construction sites or building locations, so may be required to climb ladders, go on roofs or go in areas that are otherwise closed to the general public.

Bachelor's Degree and seven to ten years of progressively responsible professional experience related to Facilities Management required.
A Master's degree in business (MBA) and/or higher education experience are preferred.
Experience in creating and administering RFQs, RFPs, bid solicitations, service agreements, construction contracts and various consultant contracts.
Experience in institutional planning (long and short range), capital programs, space management and/or land use.
