Position Summary: The Executive Director - Capital Asset Strategies (ED) leads an expert team responsible for providing campus support and systemwide guidance in the following disciplines: Capital Planning, Real Estate Services, Construction and Design Services. Reporting to the Associate Vice President & Systemwide Controller, the ED is responsible for providing strategic direction and managing through director-level positions, with an objective of leveraging support and deliverables across those functional disciplines. As a thought partner for senior leadership across the organization, the ED drives exploration, critical thinking, synthesis, and solutions, to address the array of challenging issues and promising opportunities within the University's capital program.

Provides effective and inspiring leadership, strategic vision, and promotes a culture of client-centered support. Manages, through director-level positions, services and programs in the following disciplines:
Capital Planning - systemwide capital budget strategy and planning: develops the University's systemwide annual capital financial plan; develops resource allocation plans and manages campus allocations; develops specific project budget approval recommendations for Presidential/Regental/State consideration; monitors budget implementation, provides policy/compliance support, and fulfills corporate reporting obligations.
Real Estate Services - structures, negotiates, and consummates transactions for University-related and endowment property, including real property purchases and sales, ground leases (including those associated with public-private partnerships), easements, leasing, and licensing; provides property management services for endowed property; provides oversight and consultation on transactions within campus authority; fulfills corporate reporting obligations.
Design Services - systemwide design/delivery strategies and policy: leads strategic capital delivery initiatives; recommends project designs for Regents' approval; for approvals delegated to the campuses, reviews plans for conformance to Regentally-accepted Physical Design Frameworks and systemwide policies; advocates for and develops appropriate University standards in the areas of design, facility safety/access, and seismic performance; monitors capital project implementation consistent with policy and standards.
Construction Services - provides guidance, support, and training to campus capital programs and construction staff; provides innovative strategic options to deliver projects, manage costs, and mitigate project risk by advocating industry best practices and crafting complementary policies, procedures, guidelines, contract documents, and educational opportunities; assists campuses in resolving construction disputes in an equitable and legal manner by offering advice and chairing the Construction Review Board; leads the University's seismic safety initiative.
Cross-Organizational Strategic Collaboration - Serves as the lead executive collaborator with OP and campus senior leadership in the capital asset strategies arena. Drives high-visibility systemwide initiatives, and guides high-level business strategies and practices, which drive the University's capital program. Achieve objectives through collaboration with key constituencies in OP (President's Executive Office, EVP-Chief Operating Officer, Chief Investment Officer, Office of General Counsel, Secretary of the Regents, UC Health) and the campuses (CFOs, VCs for Planning and Budget, VCs of Administration, Capital Planning Directors, Real Estate Officers, Campus Architects, and Construction Managers).
Job Requirements Bachelor's degree in related field or an equivalent combination of education and professional experience is required.
Minimum of 15 years of progressively responsible senior level management experience (or equivalent combination of practical and managing experience) in a related field.
High-level experience in a large, complex, corporate/institutional organization with a diverse workforce; experience in a public institution is advantageous.
Demonstrated leadership capabilities and attributes, exemplified by superlative vision, strategic and critical thinking, creativity, political savvy, commitment, accountability, humility, integrity, and fairness.
Demonstrated exceptional understanding of complex capital investment and delivery issues; comprehensive understanding of the development process, from program development through project delivery; strong business acumen.
Demonstrated exceptional communications skills, with the ability to present effectively to diverse constituencies, ranging from non-experts to highest-level officials.
Demonstrated collaborative and participatory work style, exhibiting strong ambassadorial skills.
Demonstrated flexibility, adaptability, and positivity to positively thrive in organization characterized by change and ambiguity. Required
Advanced degree preferred, preferably in business administration, and/or ten or more years of progressive management experience in an institution of higher education are preferred.
Experience in the planning, development or design/construction of capital assets.
Highly sophisticated skills to work collaboratively and act persuasively in sensitive situations; skills in conflict management techniques. Preferred
