The Strategic Sourcing Analyst supports the Procurement team as they engage in strategic sourcing initiatives. Assesses various elements of the spend category and helps to define, execute, and support the refinement of spend data through extensive financial analysis. Identifies and analyzes potential cost savings projects and sourcing initiatives, utilizing UC spend data. Taking a proactive approach, works independently on identified projects, supporting the sourcing team in ensuring commitments to internal business partners are met. Consolidates non-contracted vendor spend to current or new contracted vendors, wherever possible.
Monitors and executes sourcing strategy to ensure cost savings targets are achieved. Independently reviews, coordinates and determines course of action for high level, complex Requests for Proposals (RFP), and other bidding tools for the procurement of goods or services. Negotiates contracts, interprets procurement policies, laws and codes to ensure that actions are in accordance with University and other regulatory policies.

Must have in-depth knowledge of Request for Proposal (RFP) and Request for Quotes (RFQ) using appropriate software tools.
Ability to independently draft and analyze complex requests for proposal or quotation, contracts, and business communications while insuring compliance with applicable policies, laws and guidelines.
Strong computer skills utilizing software such as MS Word, Excel, PowerPoint; and Outlook. Familiar with computer systems and ability to quickly learn new software.

Demonstrated experience in applying advanced contract negotiation skills and strategies with suppliers.
Ability to display supportive behavior and able to communicate positively regarding department goals and objectives.

Ability to effectively present information and respond to questions from faculty and staff.
Proficient in performing financial analysis including the development of spreadsheets required to handle bidding and analysis of proposals with complex pricing structures.
Strong customer service and interpersonal skills, with an ability to create favorable business/working relationships with university staff, faculty, vendors, and the community.
Ability to analyze complex numerical and non-numerical data.
Provide ad-hoc reporting as needed.
7 - 9 years of experience with BA/BS or Equivalent degree; or equivalent combination of education/experience.
Knowledge of Public University policies.
Advance knowledge in analyzing spend data.
Degree in Business Administration or combination of education and experience in strategic sourcing and supply chain management.
CPSM or CPM Certification.
3-5 plus years of purchasing and supply chain management experience.
Advanced knowledge and skill in the use of Microsoft Excel.
Ability to establish goals, train, and engage others in multiple projects.
