Gannett Fleming’s Transit and Rail Business is looking for a Construction Plannerto support the development and implementation of quality management strategies across multiple projects with a large public sector client in the Bay area (San Francisco, CA).
The Construction Planning function for the BART CBTC CM program requires professionals with extensive skill and experience managing and coordinating train control system installationin an active railroad environment.
This position will be responsible for all elements of Construction Planning, including identification of applicable regulatory, safety and quality standards; development of structured, project specific Construction Planning processes; ensuring compliance with BART operating, construction, quality and safety requirements; assessing the safety, quality and effectiveness of Construction Planning proposals from other stakeholders, participation in Track Access planning meetings, development and use of Site Specific Work Plans; gathering, arranging and organizing accurate and complete results from field construction activities and using this information to assess the effectiveness of the planning and execution activities.
Additional responsibilities will include developing construction resource requirements and cost estimates and identification of specialized tools, material and equipment for construction activities. The Construction Planner will be familiar with the content and application of applicable labor agreements and state and local Prevailing Wage requirements and ensure that they are properly applied in construction activities. Designs and staging plans will be reviewed for constructability and cost effectiveness, including input to enhance construction cost efficiency, where appropriate.
Experience working on and accessing a live railroad right of way is essential. Knowledge of common hazards and safety processes encountered on a third-rail electrified railway is necessary for this position. Past experience with BART operating and safety protocols would be beneficial, as would knowledge of existing BART train control equipment configurations and arrangements. A strong commitment to following safe work practices and promoting safety in others is essential.
At least 5 years’ experience in developing and reviewing construction plans for a live railway environment
Experience in managing construction projects in a live railroad environment, especially in tunnels and on elevated guideways
Experience in the development and implementation of construction plans for train control systems is essential; experience in the application of CBTC on an operating railroad is highly desirable
Knowledge of Roadway Worker Protection requirements and safe Track Access procedures
Knowledge of applicable safety requirements for construction in a live railroad environment
Ability to assess the quality, viability and safety of construction plans developed by other stakeholders
Experience in the application of BART operating, quality, construction and safety requirements is desirable
Ability to identify contractor safety program effectiveness through program assessment, informal interviews and construction site observation
Demonstrated ability to coordinate multiple construction activities between disparate groups in order to optimize track access, productivity and safety
