The Director of Health Construction Contracts will work with the Vice President of Major Capital, the Executive Director of Health Design & Construction, the Director of Project Delivery for Health and Director of Design and Construction for Benioff Children’s Hospital Oakland (BCH-O) to determine the best contract delivery method for the capital project portfolio. Contracting methods may include: Design Build, Integrated Project Delivery, CM@Risk, Cost Plus, Lump Sum and Best Value. Contracts will be complex and exceed $60M - $85M annually.
The Director of Health Construction Contracts provides strategic guidance in setting policies and procedures related to function or program. Provides broad guidance and policy advice to department management and senior leadership regarding aspects of contract administration, and receives guidance as required from Office of General Counsel. Ensures contract administration includes review of potential risk, consequences of policies and legislation, and adherence to all applicable laws, rules, regulations, guidelines, and policies. Erroneous decisions will have a serious impact on the overall success of department, division, or organization.
The Contracts Unit is a highly specialized functional team responsible for the development, preparation, interpretation, and processing of all construction related contracts and managing the contract administration functions for Health Design & Construction (including Benioff Children’s Hospital Oakland) and Major Capital Projects.
The Director of Health Construction Contracts is a key member of the Health Design & Construction, Major Capital Projects, and BCH-O Senior Management team responsible for the administration of various construction contract delivery methods. This is a senior level position responsible for providing leadership in the areas of Risk Management, Contract Administration, Strategic Planning, Policy Implementation and Training as they relate to UC Contracting Policy and Procedures and Contracting Policy for a private Healthcare Organization. This individual will work with Senior Leadership, Internal Audit, and consultants to develop, implement and manage compliance policies and procedures relating to internal controls, UCOP construction contract policies and industry standards for construction contracts relating for health care organizations. The position can be based in Oakland or San Francisco but will travel between the two sites as needed. The current construction portfolio consists of: UCSF Health Capital Program - 318 Mix Use Construction Projects valued at $391M; Major Capital Projects with a projected value of $3.0B over the next 10 years (timeframe based on UCOP funding including NHPH -$2.5B and Block 34 $400M); and Benioff Children’s Hospital Oakland – construction projects with a projected value of $740M and a Phase 2 Program valued at $1.0B
5 - 10 years administering complex construction contracts in a health care environment
Bachelors degree or comparable education/experience
CA Drivers License
Excellent knowledge and skills in all aspects of contract administration, including applicable laws, rules, regulations, guidelines, policies, and systems
Strong leadership and management skills, including selection, training, coaching, evaluation, conflict resolution and discipline
Excellent written, verbal, and interpersonal communication skills
Excellent negotiation, persuasion and political acumen skills
Strong skills to quickly evaluate complex issues and identify multiple options for resolution
Excellent client services orientation, listening, critical thinking, problem recognition, and resolution skills
Strong ability to effectively work collaboratively across the organization at all levels

Demonstrated ability to administer complex construction contracts in public and private environment
Knowledge of Integrated Form of Agreement contracts with shared risk/reward models
Strong knowledge of the organization including its infrastructure, goals, objectives, achievements, rules, regulations and policies
Strong budget administration knowledge and skills
Telecommuting is allowed.
