HOSPITAL DIRECTOR OF ENGINEERING AND SAFETY
Natividad is seeking a permanent full-time Hospital Director of Engineering and Safety in the Engineering Department. The Director of Engineering & Safety is responsible for the Plant Operations/Maintenance, Grounds, Safety and Security Departments at Natividad, as well as the overall physical plant operations of the facility, to include managing and supervising staff and ensuring that Natividad is in compliance with applicable local, State and Federal laws and regulations. The Director of Engineering & Safety has 24-hour facility responsibility and reports directly to the Hospital Assistant Administrator.
Examples of Duties
Directs and oversees the overall supervision, managing, planning, organizing and maintaining operational control of the following departments, including Plant Operations and Maintenance, Grounds, Safety and Security, Biomedical Engineering and the overall physical operations of the facility.
Develops, maintains and monitors operating budgets, budget preparation and short/long range planning for assigned departments.
Assumes the responsibilities of the Safety Officer for the hospital and chairs the hospital’s Environment of Care Committee and Emergency Management Committee.
Ensures Joint Commission Environment of Care (EOC) compliance for Safety/Security/Fire Prevention/Hazardous Materials/Bio-Hazardous Waste/Emergency preparedness/Utilities and Medical Equipment Management, and maintains and reviews EOC plans for hospital compliance.
Develops and monitors department goals and objectives that are consistent with Hospital’s goals and objectives.
Supervises staff of assigned department; schedules, assigns, directs, monitors and evaluates the work of subordinate professional, technical and other assigned personnel; orients new employees and ensures that appropriate instruction is provided; provides or coordinates employee in-service and other training as needed; interviews, selects and disciplines employees as appropriate.
Interprets complex laws, regulations, policies and procedures; recommends the development and implementation of new policies and procedures to resolve operational issues and meet requirements; ensures that departmental policy and procedure manuals are up to date.
Develops and administers quality control and quality improvement programs; monitors staff work in progress and work completed; oversees and monitors record keeping and reporting activities; monitors the accuracy of data; communicates and coordinates assigned departments projects and activities with staff as assigned; responds to complaints, identifies issues and seeks appropriate remedies.
Supervises the ordering, receipt and accounting of all related equipment, verifies vendor prices and availability; communicates and coordinates with purchasing staff regarding equipment purchases for supplies and services; prepares data and reports for Administration on the preventative maintenance of hospital equipment.
The ideal candidate will have knowledge of:
Principles, priorities and techniques of effective management, including planning, organization, delegation and supervision
Principles and practices, concepts and methods of maintenance, repair and construction, and project management needs of hospital facilities, including buildings, utility systems and grounds
Public Works contract language administration, procedures analysis, negotiations, bidding and compliance
Practices and techniques of architect and engineer design concepts and components, construction remodeling and maintenance projects management; details of facility and utility engineering design, including building systems and materials of construction
Principles and practices of civil engineering
Building trades functions, construction methods and processes, materials and equipment utilized in carpentry, electrical, plumbing, HVAC, grounds/landscaping, preventive maintenance programs, services, functions and processes; grounds maintenance and landscaping design
Safety requirements for employees working in buildings and grounds activities; and codes, rules, regulations, safety orders and safety practices applicable to the various OSHA, CAL-OSHA, EPA, HAZMAT building trades, and safety requirements applicable to hospitals and clinics
Minimum qualifications include a Bachelor’s degree in a related field and 5 years of direct supervision of Plant Operations, Safety and Security, with a minimum of 2 years of multi-department management experience.
