The Network Functional Manager is in charge of network monitoring and support for all campus network infrastructure. The position requires leadership qualities that can manage incidents and major outages to minimize impact and downtime to the campus community. It must have strong management skills to coordinate NOC resources to respond to project and operational issues and be able to identify feasible solutions. This management position is responsible for managing service requests (moves, adds, changes, decoms, work) from customers, including managing resource allocations and scheduling. Manages material/hardware design, costs, and asset inventory. This management position also is responsible for small project requests from customers working in conjunction with the Network Product Team, which includes determining labor and material costs, network (wired and wireless) design builds, resource allocations and costs, and determination time/schedule to complete work.
This position receives assignments in the form of objectives and determines how to use resources to meet schedules and goals. Reviews and approves recommendations for functional programs. Provides guidance to subordinates to achieve goals in accordance with established policies. Erroneous decisions or failure to achieve goals results in additional costs and personnel, and serious delays in overall schedules.
Pay, Benefits, & Work Schedule Salary Information: $115,000-$150,000/annually. Salary commensurate with skills, qualifications and experience.

Job Duties 25%-
Motivates staff, maintains good morale, and develops a strong team spirit.
Provides ongoing supervision for the team responsible for the operations, monitoring, and maintenance of the campus and data center network.
Provides technical collaboration and support for the engineers and analysts.
Recruits, hires, establishes goals and objectives, initiates and maintains employee development plans, provides regular constructive feedback, delegates and assigns work.
Oversee resolution of highly complex network technical problems, serving as a resource for escalation from engineers as necessary.
Involved with the upgrades and operations, troubleshooting, repair, capacity planning, monitoring, maintenance of the campus network infrastructure to deliver secure, robust, reliable, and highly-available network services that meet or exceed service level agreements.
Maximizes operational efficiencies to reduce costs and maximize productivity and identifies and implements creative cost reduction strategies.
Responsible for maintaining appropriate levels of network security through the ongoing assessment of network security risks facilitated by the use of security tools, and the implementation and optimization of security controls to mitigate risks.
Ensure change management protocols are followed, that network procedures are well documented and published, that the network infrastructure is properly documented (technical documentation, network diagrams) and kept current, and that service metrics are published.
Support the efforts of network analysts/engineers to analyze data from network metrics, network management and network test tools, and to use this data to isolate and identify network and performance problems and to recommend appropriate solutions.
Participate in campus-wide network and telecommunications infrastructure projects.
Works with the Project Managers for collaboration and coordination purposes and to provide implementation resources.
Escalate to management any significant issues that may impact projects - providing continuous communication to management and stakeholders.
Provides guidance and direction for achievement of objectives. including hiring, professional development, retention and succession planning, to create a high-performing team.
Serves as duty engineer responsible for network operation, problem determination and resolution during and after normal business hours.
ITS Security Statement Information Technology positions are responsible for the security of UC Institutional Information and IT Resources. The incumbent is required to follow all applicable information security policies, procedures, and standards to maintain minimum standards of information security for data, systems and applications. Supervisors are responsible for making sure their staff have appropriate security skills and qualifications, and complete all appropriate and required security training.
Bachelor's degree in related area and / or equivalent experience / training.
Typically 2-5 years of experience managing an information technology organization.
Knowledge both deep and wide with respect to network technologies and companies.
Effective communication and interpersonal skills, including negotiation and consensus building skills and effectively working with technology teams.
Experience managing large technical operations, large complex network infrastructure, and systems serving thousands of customers in a large enterprise.
In depth knowledge of and experience installing, configuring, upgrading, maintaining, troubleshooting and repairing network routers, switches, and wireless technologies including cellular.
Direct experience installing, configuring, and maintaining network equipment such as Cisco Routers, Brocade switches, Arista switches, A10 Load Balancers, Cisco wireless controllers, Palo Alto firewalls, and other network products.
Experience debugging problems in networks with 'middle boxes'.
Knowledge of TCP/IP network protocol such as SNMP and RMON, knowledge of other telecommunications protocols, and experience working with DNS & DHCP, wireless security and encryption.
Experience with VoIP, video conferencing, and QoS, including knowledge of H.323 and SIP.
Ability to evaluate, implement, test and support hardware and software solutions for network applications.
Knowledge of industry standard wiring distribution techniques and methods.
Experience in the selection, installation, operation and maintenance of twisted pair and fiber optic Ethernet hubs and switches.
Advanced knowledge of sophisticated network tools (e.g. MRTG, HPOV) and test equipment and direct experience using the equipment to troubleshoot problems and recommend appropriate solutions.
Experience with the use of network applications such as browsers, traceroute, telnet and ping and their use in troubleshooting network failures; conversancy with other UNIX tools.
Ability to extract, correlate and interpret diverse data from sources such as network device logs, trouble ticket tracking systems, SQL databases, architectural drawings, carrier billing records, and financial transactions in order to synthesize meaningful information from this data and to communicate it clearly, accurately, and appropriately to diverse audiences.
Knowledge of relevant Information Technology security functions and practices.
