Reporting to the CIO, SVP-Operations, the AVP-Operations and Capital Projects provides oversight for the planning and management of construction, maintenance, and support services for all campus buildings and grounds to ensure the optimal function and condition of the College's most valuable physical assets. Works with team and College constituents to establish quality of service and pride-of-place approach to our creative facilities.

The incumbent facilitates short and long-term project planning and management for capital projects. Acts as the primary liaison for the College, coordinating with external consultants, architects, contractors, and construction managers. Collaborates with a cross-functional College leadership team to support the strategy and tactics for unifying the Colleges campuses in San Francisco. The incumbent must be a good facilitator, leading stakeholder engagement and communication as necessary.

Additionally, the Associate Vice President (AVP) oversees the areas of Space Planning, Public Safety, and Facilities. The AVP provides strategic leadership and manages the operations, development, and safety of CCA's physical facilities to ensure current and future needs of the College's built environment are met. In this capacity identify, manage, and mitigate risk for the College. As a key member of the campus unification team, they work closely with the Senior Vice President of Operations, the Director of Campus Planning, Chief Financial Officer, the Provost, and other Vice Presidents and Deans to align college-wide goals and vision as well as maintain consistency between the two campuses.

MAIN RESPONSIBILTIES:

Facilities Operations & Capital Project Support - 50%

Maintain and operate the physical plant, including maintenance, utilities, construction, custodial services, and grounds care.
Develops, justifies and administers the annual operational and capital budgets; controlling expenditures and reallocating resources to maximize use of resources to meet the current and future needs of CCA's physical facilities. Develops and administers information systems to advance the effectiveness of college-wide facilities management operations.
Interacts with internal and external entities to CCA Facilities departments to ensure strategic goals and projects are completed on time and within budget.
Regularly meets with College constituents to represent CCA Facilities Management and capital project planning. Participate as a key member of the College's Unification Working Group.
Directs, supervises, and mentors employees to develop and maintain a high-performance culture that values accountability, leadership, sound planning, service, and excellent execution. Sets and evaluates goals for staff performance.
Establishes policies, work priorities and schedules, and administers utilization of resources to ensure continuous, physically safe, and reliable operations of all campus facilities. Researches and writes policies and procedures for effective operations.
Coordinates with Architects, Developers, Construction teams, and other consultants to represent CCA in new construction and renovation projects.
Participate in pre-construction, pre-installation, and regular progress meetings for all construction projects.
Coordinate effort of in-house, cross-functional team members for construction projects (e.g. IT and Fabrication Shops)
Establish strong and long-term working relationships with local contractors and consultants.
Create and review RFPs and RFIs and project change requests. Prepare draft modifications, responses to requests for information, prepare observation reports and attend progress meetings.
Partner with ETS to provide functional strategy and oversight for technical platforms such as CCA access control systems (S2, Millenium, Keys), CMMS (SchoolDude), and more.

Planning Support - 30%

Coordinates project planning teams, develops project schedules, coordinates construction, oversees contractors.
Provides support to senior leadership to help define and implement objectives and goals for the Colleges long-term planning.
Facilitates the collection of and ensures the quality/reliability of building system data, operational processes and functions, and detail essential physical characteristics of all college facilities.
Develops and implements quantitative operational assessment tools to inform decision-making and ensure effective use of resources.
Develops and maintains comprehensive inventory of physical plant resources including building databases, architectural plans, project planning documentations and budget data.
Works closely with Finance, ETS and other Operations staff to create a long-term capital plan that allows for regular capital renewal and appropriate investment in college facilities.
In collaboration with the Director of Campus Planning, develops, maintains and communicates project planning and management standards.
Collaborate with stakeholders during the design process to maintain design intent and comply with owner specifications.
Plan project strategies, handle unexpected issues and delays, and create effective solutions to problems as they come up.

Resource Efficiency and Sustainability - 10%

Defines and implements College sustainability goals for the College, supporting the implementation for CCA's Double Ground micro-grid as well as leading the strategy for the operational practices across the college.
Works with the Director of Facilities to implement energy savings programs, as well as system enhancements that contribute to the overall sustainability efforts within the College.
Maintains energy management systems and databases for annual reporting requirements.
Maintains compliance with City and State energy and environmental regulations in response to AB32, SF Commercial buildings Ordinance, HMUPA, DTSC, EPA and other environmental regulatory entities
Coordinates with internal departments to ensure consistent compliance across the college.

Additional Responsibilities - 10%

Acts as key leader in working with the College to prepare for and manage risk prior, during, and post any emergency or disaster.
Oversees public safety department and makes recommendations to ensure the safety of our students, faculty and staff.
Attends Cabinet meetings as requested.
Other duties as assigned.

MINIMUM QUALIFICATIONS:

A record of increasingly responsible experience (8+ years), including 3-5 years of leadership experience.
Outstanding communication skills, both oral and written, that exhibit professionalism, and an ability to communicate and maintain effective working relationships with all campus constituencies as well as outside agencies and organizations; an effective leader and communicator with senior management, user groups and service providers.
Strong analytical skills and an understanding of information system technology used for administrative and physical plant operations.
Proven experience in planning and process improvement for facilities.
Proven experience in project and budget management.
Proven ability to develop collaborative partnerships with various levels of an organization in order to develop and execute organizational goals.
Excellent supervisory skills and a proven record in recruiting, developing, and managing staff.
Proven ability to develop and maintain professional working relationships across organizational boundaries to produce effective outcomes.
Ability to review data and then develop and execute courses of action.
Ability to successfully work in a fast-paced, ever-changing, demanding and uncertain environment on a growing campus with evolving needs and limited resources where creativity and flexibility is required.
Ability to travel frequently between Oakland and SF campuses.

Project management experience.
