DEPARTMENT OVERVIEW
The Office of Physical Planning, Development & Operations (PPDO) manages the programming, design and construction administration of new and renovated minor and major capital projects.The Engineering Services unit (PPDO-ES) supports the UC Santa Cruz academic vision by managing and overseeing all engineering aspects of physical planning, design, and construction. PPDO-ES ensures that projects contribute to and support campus life by creating visually pleasing, functional, and sustainable facilities that are sensitive and responsive to the surrounding natural landscape. We collaborate with other campus departments to facilitate and realize their programmatic and operational needs when building or altering facilities.
PPDO-ES works closely with campus clients and stakeholders to support UCSC's Academic Mission and is responsible for the planning, design, and construction of all major and minor capital improvement projects. In addition to design and construction, PPDO-ES supports the Campus Planning unit which oversees conformance with UCSC's Long-Range Development Plans including project entitlements and regulatory compliance such as the California Environmental Quality Act (CEQA), Forest Practice Act, Coastal Act, and coordination with local, state, and federal agencies.
JOB SUMMARY
Associate Engineer with experience is responsible for the planning, design and management of minor and major construction projects, and for improving the design and performance of site and utility infrastructure, road and building engineering systems. Demonstrates good judgment in selecting methods, techniques for obtaining solutions. Acts independently, receiving guidance at each key phase of the project.

JOB DUTIES
25% - Functions as project engineer (building engineering systems and exterior infrastructure), for major construction projects, including new construction or major alterations, planning efforts and pre-design studies.
20% - Coordinates all or most segments of a construction project, from inception to completion. Provides engineering analysis in support of recommended system upgrades or modifications.
10% - Reviews engineering design development and construction documents to ensure compliance with the specified programs and policies of the organization.
10% - Serves as engineering liaison to coordinate communications to various stakeholders Provide as-needed engineering support for projects, review shop drawings and submittals; participate in direct commissioning including functional acceptance testing.
10% - Arranges and coordinates review and approval of design and construction documents by involved campus units and outside review agencies, including client representatives (for conformance to program), Physical Plant, Fire, EH&S, Environmental Planning, PG&E, MBUAPCD, and Police (for compliance with campus standards), the Office of General Counsel (for compliance with University legal standards and applicable State law), and the Designated Campus Fire Marshal (for compliance with State Building Codes).
5% - Works with administration and Senior Engineering staff to plan, organize, lead and / or perform the work of a professional engineer engaged in planning and development of a facility or utlity infrastructure project, visiting physical site as often as needed. Take lead role and coordinate work of others in support of the campus Capital Plan.
5% - Provides professional engineering information and advice to committees consisting of current or prospective occupants in determining building needs and priorities, for projects of limited scope.
5% - Initiates and designs studies and reports with respect to new and revised concepts of engineering design and construction, for possible application. Reports include approaches, trends, sources and uses.
5% - Functions as physical plant engineer, concentrating in some particular aspect of the physical planning and construction program or the physical plant operation and maintenance program, where the level of difficulty and volume of work requires professional engineering support.
5% - Maintain database of currently assigned projects, including budget, schedule, project assignment, and project development information.
QUALIFICATIONS
Required Qualifications
- Bachelor's degree major in civil, electrical or mechanical engineering.
- Five years minimum of engineering experience, including two years of responsible design work.
- Thorough knowledge associated with independently performing the full range of engineering professional work.
- Ability to work in a collaborative manner; identify challenges and barriers and recommend resolutions.
- Thorough written, and interpersonalverbal communications skills including high level political acumen
- Thorough organizational and analytical skills including ability to provide high quality control. Detail oriented to accurately proof all contract documents.
- Proven ability to manage contractors and consultants to maintain compliance to the agreed-upon scope of work and budget.
- Strong project management skills needed to ensure high quality and timely completion of complex design and construction projects
- Excellent computer skills and knowledge of various computer software programs including, but not limited to MS Word, Excel, PowerPoint, Project, Outlook and Outlook calendar, AutoCAD drafting system, SKM critical path scheduling especially computerized scheduling methods and experience with geographical information system (GIS) software.
- Thorough knowledge necessary to apply principles, practices and procedures in the completion of assignments.
- Thorough skills in problem recognition/avoidance/resolution
- Training and experience in building startup and commissioning in particular leading functional acceptance testing.
Preferred Qualifications
- Professional engineering license in the state of California
- Certificates covering specialty areas under the engineering discipline.
- LEED Accreditation
- Training in California State Building Codes
- ICC or IAPMO Certification
- Demonstrated experience with medium voltage (12 and 21 KV) power grids on a campus wide scale including; underground distribution, switching configurations, protection schemes, short circuit analysis, and interfacing with the outside public utility.
- Experience with the following; public agency construction administration, personal computer use and engineering applications, AutoCAD drafting system, SKM critical path scheduling especially computerized scheduling methods and experience with geographical information system (GIS) software.
- Thorough knowledge of the organization, including its infrastructure and short and long range strategic building plans.
- Related experience and/or knowledge of University of California Capital Building Programs.

- Ability to obtain California Professional Engineering (PE) license within one year of hiring.
- Ability to work outdoors for long periods.
