Job Summary
This position will work within the Environment, Health, and Safety Office under general direction of the EHS Director. The Institute Environmental Manager will develop, implement, and maintain environmental initiatives for all Institute sites in support of hazardous materials/hazardous waste activities, electronic recycling, and ensure campus compliance with local, state and federal regulations including, but not limited to, RCRA, DOT, DTSC, AQMD/CARB, EPCRA, CAL/OSHA and local regulations.
Acts as subject matter expert and provides functional direction and training in application of hazardous waste management practices to the research community, operational units on campus and remote facilities, and sustainability efforts of the Institute.
Essential Job Duties
Environmental / Regulatory Liaison
- Combine a sound understanding of the Institute's business and research practices with an appreciation for the regulatory agencies' supervisory processes and act as an effective and trusted liaison with applicable federal, state and local regulatory agencies. Assist Institute community members in understanding and complying with applicable guidelines, standards and regulations and determine methods of compliance with requirements.
- Provide oversight to the Institute SCAQMD (Southern California Air Quality Monitoring District) and GHG (Greenhouse Gases) programs associated with emissions and greenhouse reporting. Actively coordinate with various departments in Facilities and the research community to coordinate compliance and reporting with AQMD, CARB and the EPA. Manage the Institute ATF Alcohol license to ensure primary reporting requirements.
- Be the primary contact for local regulators who review CERS reporting, and coordinate efforts to ensure that business plans conform to applicable regulations.
- Provide guidance to Institute projects based on understanding of environmental reports from consultants which include Phase I and II assessments, laboratory reports, and other presented environmental data related to the Institute sites. Use expertise to guide Institute stakeholders to achieve objectives related to same.
- Advise Institute Divisions when site locations are set to close down, and coordinate efforts with environmental consultants and regulators to ensure the proper environmental assessments and remediation work can be performed and site closure is completed.
Hazardous Waste Program
- Manage all hazardous waste management activities for all Institute site locations to ensure proper permitting and hazardous waste disposal. Refine and adjust the hazardous waste program based on research community needs and adjust scheduling pickups with hazardous waste onsite technicians for chemical, biohazardous, and radiological wastes.
- Coordinate inspections with CUPA and local regulators of both research community and facilities operations areas. Perform preliminary walkthroughs to identify risk areas and work with stakeholders to properly prepare for inspections. Guide stakeholders to ensure compliance with citation matters are resolved on a timely basis.
- Review and maintain the Institute Medical Waste Management Plan (MWMP) and act as a liaison with the California Department of Public Health. Draft and submit the Institute MWMP in correlation with the Institute research community practices and Institute Biosafety Program requirements. Work with CDPH inspectors during inspections and oversee corrective actions, if applicable.
- Manage the Institute contracts relating to hazardous wastes, biohazardous wastes, and electronic/universal waste recycling including creating RFPs and determining cost analyses to be in line with budgetary guidelines established for the environmental programs.
- In accord with applicable regulations, manage and perform hazardous materials' inspections and sampling related to asbestos-containing materials (ACM) and lead-based paint (LBP), and investigate and assess the causal factors contributing to poor building indoor air quality (IAQ). Coordinate analytical testing results with Facilities Operations including Design and Construction Contractors.
Training / Spill Response
- Ability to perform field operations necessary for day to day design, implementation, and maintenance of hazardous waste program. Provide project management assistance as needed to ensure proper EHS oversight.
- Serve as a member of the spill response team and, will lead the campus Hazardous Waste Operations and Emergency Response effort, including emergency response and clean-up operations.
- Act in a consulting role with campus administrative units, safety officers, campus emergency responders, individual research groups, and researchers.
- Develop and maintain current written guidelines, plans, and standard operating procedures for campus hazardous waste management programs.
- Work closely with chemical waste staff to integrate chemical safety with laboratory hazardous waste generators.
- Work closely with Design and Construction Contractors to safeguard all disposal of hazardous waste materials meet Institute requirements to minimize risk and liability, and provide contractors with revised lists of authorized disposal facilities, with a preference on in-state locations.
- Develop and conduct employee training and quality assurance programs. Develop and implement educational materials including online and classroom training, fact sheets, and web pages for hazardous waste practices.
- Develop and conduct EHS employee HAZWOPER and RCRA annual trainings to improve response capability within the EHS office.
- Ability to respond in emergency situations (including those occurring after service hours) potentially involving hazardous materials (chemical and radioactive); ability to wear personal protective equipment including a respirator. Participate in the rotating 24/7 emergency on-call response duties.

- Act as liaison with applicable federal, state and local regulatory agencies. Assist the campus community in understanding and complying with applicable guidelines, standards and regulations.
Basic Qualifications
- MS in Environmental Management or Environmental Engineering, with 7-10 years of recent professionally related combined field and consulting experience.
- Experience in obtaining permits from the Air Quality Management District, reporting emissions to the AQMD, including the Annual Emission Report, and reporting to the California Air Resources Board.
- Knowledge of and ability to analyze state and federal codes and regulations applicable to hazardous waste management, disposal, and reduction of hazardous waste including but not limited to Cal/OSHA Title 8, related federal OSHA regulations (29 CFR), EPA (40 CFR), Cal-EPA (22 CCR), DOT (49 CFR) and local regulations.
- Demonstrate full understanding of Phase I/II reports, lab analyticals, and environmental assessment reports.
- Self-starter with the ability to work in close collaboration with others and possess strong communication skills
- Trained in Office 365 and database functionality. Ability to organize, manipulate and analyze large data sets and provide cogent reports.
- Ability to communicate effectively both orally and in writing with all levels of faculty, staff, students, and representatives of regulatory agencies, including the ability to prepare professional reports, maintain required compliance, and develop program materials and plans.
Preferred Qualifications
- CHMM and PMP Certifications.
- MS or above, with 10 years of hands-on experience handling both environmental field and consulting work. Candidate should have experience working in a research institution.
- Minimum 2 years work experience interfacing with EPA, DTSC, CDPH and other related regulators.
