Job Summary
The Energy and Utility Resource Manager is responsible for the overall leadership and direction of Caltech's best-in-class energy and utility services program including the development, implementation, and execution of initiatives and strategies related to sourcing, optimization, and demand management of the thermal, electric and water utilities. The successful candidate will have a unique opportunity to go beyond traditional efficiency and costs minimization initiatives to:
- Transform the campus utility system to a more resilient, electrified and decarbonized future state.
- Modernize the campus utility systems through the integration of advanced metering and controls to support automated diagnostics and predictive maintenance.
- Lead the cross-functional Commissioning Advisory Panel (CAP) to ensure a quality-focused process for enhancing the delivery of capital projects.
- Drive the evolution of Caltech's award-winning green revolving loan fund, the Caltech Energy Conservation Investment Program (CECIP).
The successful candidate will be a self-starter able to work in a fast-paced, dynamic environment both individually and as an effective member of cross-functional teams. This person will have a thorough understanding of utility planning, efficiency engineering, building and system commissioning and the deployment and use of sub-metering, controls, automated fault detection and data analytics. The successful candidate must possess strong communication skills with the ability to distill large amounts of data into compelling life-cycle cost business cases for senior management. Additionally, this person must be customer oriented and able to explain technical concepts clearly and concisely to end-use customers.
The Energy and Utility Resource Manager reports to the Senior Director for Facilities Services and Integrated Planning.
Essential Job Duties
- Lead utility analytics to identify opportunities for efficiency, optimization, and life-cycle cost reduction; develop projects and initiatives to achieve required payback; and execute rigorous monitoring and verification to ensure payback goals are met and savings are sustained.
- Guide Caltech's utility infrastructure planning efforts to develop a reliable, adaptive and resilient system that meets mission requirements and satisfies the Institute's financial objectives.
- Compile, analyze and model utility usage for forecasting, budgeting and cost accounting purposes.
- Develop, implement and maintain all utility performance metrics and prepare regular reports on the efficacy of supply and demand-side strategies and initiatives.
- Manage the Caltech Energy Conservation Investment Program (CECIP), a multi-million dollar revolving loan fund that finances energy conservation initiatives throughout campus.
- Strengthen capital project commissioning processes, means and methods to ensure sustained building performance and a successful transition from design, through construction to operations.
- Work in collaboration with sustainability programs to set a sustainable path for energy and water utilities and promote resource conservation efforts.
- Partner with maintenance management and operations to develop building operations & maintenance criteria and execute a successful building maintenance program.
- Provide guidance on capital project design including the development of design guidelines, technical review of construction documents, and implementation of LEED standards.
- Research and interpret federal, state, and local energy, water, emissions and environmental regulations and assist in regulatory reporting to ensure compliance.
- Manage the payment of all utility bills and the charge-out of all auxiliary utility costs.
- Perform other related duties as assigned.
Basic Qualifications
- Candidates must have a Bachelor's degree in mechanical or electrical engineering or other related technical field.
- Minimum 5 years technical experience in sustainable facilities energy and utility management with experience in energy analysis and commissioning best practices.
- Applied knowledge of building mechanical and electrical systems, controls and energy management systems, with the ability to read and comprehend mechanical, electrical and controls plans and drawings.
- Understanding of utility systems, codes, applicable laws, regulations, and policies pertaining to energy and environmental compliance.
- Proficiency in analyzing large data sets, metric development and life cycle cost analysis methods.
- Excellent verbal and written communication skills with the ability to articulate technical objectives and strategies to varied audiences.
- Highly developed interpersonal and organizational skills and demonstrated ability to work pro-actively with a demanding client base and all levels of management and staff.
Preferred Qualifications
- Master's degree in mechanical or electrical engineering.
- Professional certification including PE, CEM, LEED AP, building automation controls or a related industry certification.
- Applied knowledge of mechanical and electrical systems for high performance medical or laboratory buildings.
- Understanding of building management systems (BMS) such as Tridium Niagara and knowledge of SKYSPARK and/or other BMS analytical applications.
- Knowledge of district heating and cooling systems and distributed energy resources.
- Experience in higher education campus operations or facilities management.
