Position Description:
Capital Programs supports the Capital Improvement Program at UCLA. Capital Programs is responsible for the conceptualization, planning, design, and construction of capital improvement projects for the Campus. In addition to managing projects, Capital Programs develops financial strategies, provides master planning, space planning, and environmental analysis. Staff also prepare and negotiate construction contracts and agreements, coordinate staging plans, and conduct building department reviews of plans and specifications. Capital Programs exercises these responsibilities for a university building program which is among the largest in the nation.
The HR Generalist 4 (HR Manager) provides support to these units through payroll/personnel services, employee labor relations consultation, compensation, classification, staff recruitment at all levels, benefits counseling, workers' compensation case management, and management of leaves of absences and accruals. Provides input into proposed organizational and personnel actions.
The HR Manager reports to the Associate Vice Chancellor, Capital Planning and Finance. The Manager oversees the day-to-day operations of the Personnel/Payroll office with a high degree of autonomy, and provides employee and labor relations, compensation, employment, recruitment, benefits consultation, and leaves of absences and accruals expertise to the department. The Manager works closely with the associate vice chancellors (AVC's), directors, managers, and supervisors to provide analyses, policy interpretation, and guidance in problem-solving, decision-making, organizational review and analysis, and conflict resolution.
Responsibilities also include developing goals and objectives for the department, reviewing personnel problems and developing and implementing new programs as needed.
