Project Manager V Supervisor
Department Description
The Facilities Planning and Development (FP&D) Division mission is the implementation of UC Davis Health's Capital Improvement Program in keeping with the Long Range Development Plan ( LRDP). This includes the authority and responsibility to manage capital improvement planning, design, and construction projects for in-patient, outpatient healthcare and education purposes. This position has the primary responsibility for implementing and achieving the department purpose. This role supports FP&D's Capital Infrastructure Group that has approximately 50 projects and $40M of work completed annually. Projects include MEP, site utility, parking, building envelope, and conveyance improvements.

Responsibilities
The role of the Project Manager Supervisor is to provide management level guidance and supervision to a team of project managers who are in charge of the largest and most complex projects, to ensure that the management of capital projects are conducted in accordance with all established policies and procedures both internal and external to Facilities Planning and Development (FP&D), and to manage their own capital improvement and expense construction projects. Team's budgets are typically around $150 million in aggregate.
Projects at this team's level have prominent significance within the campus, require Chancellor approval and involve the direction of multiple high level design and engineering professionals. The Project Manager Supervisor coordinates and directs project teams from concept through design and from construction to closeout with minimal supervision by others. The Project Manager Supervisor will be the team leader and expert PM, directly managing projects that are high sensitivity, importance, or complexity.
Required Qualifications
- Bachelor's degree and/or equivalent experience or training in architecture, engineering, urban design, city planning, landscape architecture, construction management or related fields.
- Experience supervising personnel including recruitment, training, work assignment, setting expectations, evaluating performance, and initiating reward or corrective action as required.
- Expert knowledge of project management, construction management, and a high level technical expertise of building systems typically acquired through acquisition of a degree from an accredited curriculum or professional licensure in architecture / engineering or through extensive experience in planning and management of construction and renovation of buildings, facilities and physical plant systems and equipment.
- Expert experience successfully managing architectural and engineering capital and non-capital projects of the largest scope and complexity, including direct responsibility for the leadership of project teams and the development and management of overall project budgets and schedules.
- Construction administration experience to monitor contractor operations for conformance to contract documents and applicable codes, review and negotiate contractor claims, to oversee the work of inspectors and testing agencies and to actively assist project team in the resolution of technical and procedural challenges.
- Demonstrated experience with design and construction contracts, contract law and construction claims procedures.
- Experience with a wide variety of construction delivery methods and best practices.
- Proven leadership skills that include work with complex organizations and large projects.
- Skills to appropriately apply practices and procedures to meet University's building program requirements and objectives.
- Expert financial and accounting skills to develop, prepare, monitor and manage detailed project budgets, evaluate independent cost estimates, and review and approve payment requests.
- Strong working knowledge of spreadsheet computer software such as MS Excel.
- Interpersonal skills necessary to represent the University in negotiations with construction personnel and to come to a fair agreement for both parties.
- Knowledge of hospital functions and general policies and procedures.
- Understand and be conversant with concepts of desirable spatial relationships for medical and support functions.
- Knowledge of construction sequences and practices to prepare and/or review project schedules.
- Knowledge of project constructability and skills to anticipate problems in implementation of design. Ability to recommend alternate approaches to eliminate such problems.
- Superior oral skill to deal effectively with a broad range of individuals from construction workers to the highest levels of University's management personnel, occasionally under stressful circumstances.
- Written communication skills to prepare clear, concise, and professional reports and correspondence.
- Skill in organizing and prioritizing assignments to complete work in a timely and efficient manner, particularly when there are changes in workload or assignments due to pressures of deadline and heavy workload.
Preferred Qualifications
- Design Build experience.
- California licensed architect, professional engineer, civil, SE, mechanical, electrical, surveyor or relevant certification such as Certified Construction Manager (thru CMAA), Design Build Professional (thru DBIA), Project Management Professional (thru PMI), or equivalent or advanced degree.
- Knowledge and understanding of University and Campus Policies, procedures, practices and resources to direct project processes and procedures.
- Working knowledge of regulatory requirements including CA Title 24, OSHPD and the Americans with Disabilities Act.
- Working knowledge of current project and construction costs and experience with industry standard cost estimating systems.
- Working knowledge of word processing, spreadsheets, scheduling, project management and document management database programs. Microsoft Word, Excel, Project, Outlook and Windows operating environment.
