THE POSITION
The Public Works Department is responsible for the engineering design, construction, and
maintenance of the City's roads, sidewalks, traffic signals, trees, open spaces, and buildings.
The Asset Manager is a newly created position within the Public Works Department intended to manage the maintenance, repair and general upkeep of City assets. The Asset Manager will report directly to the Real Property and Leasing Manager and oversee the Building Maintenance Division within the Public Works Department. This position will be given the exciting opportunity of developing and implementing asset management principles, practices, policies and strategies in all division of the Public Works Department. This position will oversee the planning, budget control, and the work of staff in the Asset Management section. The Asset Manager will collect, analyze and report data to support complex risk-based decisions under the City’s department policies, procedures, federal state local regulations, and industry best practices.
The incumbent in this position will oversee and direct staff in coordinating, analyzing, documenting, tracking and reporting a wide variety of infrastructure condition assessments,
including establishing data collection schedules, standards and methods accepted by asset
management principles and practices. They will manage capital improvement projects, deferred maintenance, grant funding, prepare and review estimates and feasibility studies, request allocation of funding, and prepare reports on the status of facilities and real property management and provide customer support thorough communication and feedback.
This position is designated as an “at will” classification.
THE IDEAL CANDIDATE
The ideal Asset Manager will have a minimum of four years of asset management work experience, including two years of supervisory or project management responsibilities in a comparable industry, utility, or public works operations environment and a Bachelor’s degree in Business Administration, Urban Planning, Geographic Information Systems (GIS), Civil or Mechanical Engineering, Computer Sciences or a related field.
The following certifications must be obtained within one year from appointment:
Institute of Asset Management (IAM)
Project Management Institute (PMI) or Project Management Professional (PMP)
A Master's degree with an emphasis in infrastructure asset management can be used to substitute one of the above certification. In addition, qualifying experience may be used to substitute for the education requirement on a year for year basis.
