The Cordova Recreation and Park District is seeking a Recreation Superintendent, a Department Head position with the responsibility for the management of a comprehensive public recreation program and golf course.

The ideal candidate must have knowledge of the philosophy, principals, and practices of public recreation and comprehensive recreation program development and golf course management. Substantial administration, budget, and business funding development experience is critical. The ability to foster relationships with key partners and stakeholders is essential. The next Recreation Superintendent should be prepared to: manage and participate in the implementation of goals, objectives, policies, and priorities for assigned programs; prepare and present complex verbal and written reports to the Board of Directors, other agencies, and community groups; develop and administer the Department's annual budget by forecasting funds needed; staff liaison with the Cordova Recreation and Parks Foundation, a charitable foundation; establish and administer joint use agreements and affiliation agreements with other organizations such as school districts, local and state organizations; and analyze trends, demographics, and community conditions in the preparation of a variety of reports and memoranda on various parks and recreation related subjects.
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
The Recreation Superintendent performs the following essential duties:
- Assumes administrative and management responsibility for the delivery of a comprehensive recreation program including golf course operations; manages and participates in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommends and administers policies and procedures; monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures.
- Provides administrative support to the Director of Parks and Recreation in planning and executing the District's missions and objectives; conducts a variety of organizational studies, investigations, and operational studies; prepares and presents complex verbal and/or written reports to the Board of Directors, other agencies, and community groups.
- Develops, oversees and administers the Department's annual budget; participates in the forecast of funds needed for staffing, equipment, materials, and supplies; monitors and approves expenditures; implements adjustments; and allocates resources to accomplish program goals and service levels.
- Gathers and interprets statistical and fiscal data, conducts research, and analyzes trends, demographics, and community conditions in the preparation of a variety of reports and memoranda on various parks, golf course and recreation related subjects; attends and participates in professional group meetings; maintains awareness of new trends and developments in the field of recreation and leisure services; incorporates new developments as appropriate.
- Plans, directs, coordinates, and reviews the work plan for assigned staff including those involved in organizing and encouraging the formation of clubs, teams, leagues, tournaments and special events; assigns work activities, projects, and programs; reviews and evaluates work products, methods, and procedures to ensure safe work practices, work quality, and accuracy and to ensure compliance to applicable rules, policies, and procedures; meets with staff to identify and resolve problems; selects, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline procedures; motivates staff and recognizes and rewards exceptional performance; serves as mentor to staff to help promote their professional development; assigns and delegates work in order to meet performance objectives and provides guidance to assist staff performance; ensures effective staff/management relations and maintains a good working relationship with the District workforce.
- Works closely with Marketing and Communications to develop the marketing of recreation and golf programs, events, and activities; participates in the design, preparation, and distribution of recreation publicity including recreation guides, District website, press releases, brochures, pamphlets, flyers, and printed schedules; represents the District to the news media.
- Establishes and administers joint use agreements with school districts; establishes affiliation agreements with other organizations and collaborates with local and state organizations; Staff liaison to the Cordova Recreation and Parks Foundation.
- Serves as staff on a variety of boards, commissions, and committees; prepares and presents staff reports and other necessary correspondence.
- Manages the Fee Assistance (scholarship) Program including application review, client interview, fundraising and documentation; coordinates Special Use Permits and Agreements, picnic reservations, and other facility rentals; manages the online registration systems, requiring coordination with software vendors.
- Prepares contracts and Requests for Qualification/Proposals/Bids; administers and oversees concession and other contracts; actively seeks and applies for grants, sponsorships, gifts, and donations.
- Serves as the liaison with other departments and outside agencies; attends and participates in organizational and community meetings as necessary; responds to and resolves difficult and sensitive citizen inquiries and complaints; responds to inquiries or requests for service from interested community groups and citizens; interprets District policy for community groups, commissions, advisory boards, and citizens; negotiates and resolves sensitive and controversial issues; responds to citizen inquiries in timely manner; establishes positive working relationships with representatives of community organizations, state/local agencies, City/County management and staff, and the public.
- Provides recommendations and participates in the planning and coordination of facility development and renovation; manages/assists with capital improvement projects.
- The Recreation Superintendent may also perform other nonessential duties as assigned.
Education and Experience (position requirements at entry):
Graduation from an accredited college or university with a Bachelor's degree in Recreation Management, Leisure Services, or Public/Business Administration or closely related field. Ideally possess five (5) years of full-time increasingly responsible experience that includes three (3) years of administrative and supervisory responsibility. Knowledge and experience in program planning, golf course operations, swimming pools, sports center, or senior center operations, staff recruitment and training, the conduct of special events, and coordination of volunteers.
Licenses and Certifications (position requirements at entry):
Must possess (or obtain within six months of appointment) and maintain a current and valid California Driver's License. Must maintain a good safe driving record. Ideally, maintain certification in standard first aid and cardiopulmonary resuscitation.

The philosophy, principles, and practices of public recreation; golf course management; management and supervisory principles and practices; comprehensive recreation program development, promotion and management; project management methods and risk management programs; athletic events including tournaments and leagues for a variety of sports; special event planning; program marketing and brochure/activity guide development; public relations, marketing and customer service techniques; park and facility development and renovation schedules and construction costs.

Develop and deliver comprehensive year-round, high-quality recreational programs and golf course management; plan, schedule, direct, coordinate, train, and evaluate the work of subordinates; communicate effectively, both orally and in writing; participate in the development of department goals, objectives, and procedures; assist in the development of effective marketing strategies; plan, manage, and schedule recreational programs that meet the needs of the community; elicit community and organizational support for programs; develop accurate budgets of program revenues and expenditures; prepare clear and concise administrative and financial reports; identify, apply for, and administer grants; establish and maintain effective working relationships with management, subordinates, staff, community groups, program participants, representatives of public and private agencies, and the general public; provide quality services in a cost-effective manner and recommend improved methods of performing the work; manage computerized registration systems; work with boards, commissions and public groups; manage multiple priorities; safely perform the essential functions of the job in accordance with all applicable federal, state, and local laws, codes, and regulations; work occasional weekends and evenings.
Process Skills: Must meet customer service and teamwork guidelines as defined in the performance standards. Accountable for knowledge of the recreation programs, golf operations, registration procedures and adherence to the policy manual.
