DIRECTOR OF FISCAL SERVICES
I. GENERAL DESCRIPTION:
Under general direction of the Assistant Superintendent, Business Services, plans, implements, organizes, controls, and administers comprehensive District procedures in the areas of accounting, budgeting, fiscal planning, financial reporting, payroll operations and activities, health and welfare benefits, and attendance accounting; supervises and evaluates the performance of clerical and management staff; performs related duties as assigned.
II. ESSENTIAL DUTIES AND RESPONSIBILITIES:
A. Plan, organize, control, and administer the District’s accounting, budgeting, fiscal planning, financial reporting and payroll operations and activities.
B. Develop and monitor District budgets; provide operating analyses to various users including the Board of Education, District administration, oversight committees, the County Office of Education, and the State.
C. Oversee and direct payroll activities and operations to ensure accurate and timely payments and related disbursements to employees.
D. Research, compile, analyze, and direct the accurate preparation and maintenance of a variety of current, interim, and annual financial reports and data requested by District management and/or mandated by local, State, or Federal agencies.
E. Acquires and maintains up-to-date knowledge of all applicable laws and regulations; obtains official interpretations as necessary; monitors the implementation of Board policies and procedures.
F. Prepares financial planning guidelines and assumptions; confers with District administrators and managers to clarify projections and rationales for budget requests; provides technical expertise and information regarding assigned functions; plans and directs the budget development process and administers appropriate control over operational budgets; advises of unusual trends or problems and recommends appropriate corrective action; assures timely and accurate availability of financial data.
G. Consults and coordinates with site, program, and administrative personnel, and County Office of Education to assure smooth coordination of services and good understanding of financial management and accounting processes.
H. Oversees the calculation and projection of the District’s apportionment attendance and directs projection development activities with appropriate divisions.
I. Coordinates performance of financial services in support of the educational program of the District; communicates with other administrators, personnel, and outside organizations to coordinate activities and programs, and resolves issues and exchanges information.
J. Serves as liaison with the ITS Department and the Fiscal Services Department and collaborates with all departments districtwide.
K. May serve as a member of or a resource to the District’s collective bargaining team; prepares fiscal information for collective bargaining activities; maintains confidentiality regarding issues related to negotiations and other collective bargaining matters.
L. Maintains sound internal controls, including coordination and monitoring of ASB accounting functions.
M. Reviews and authorizes the disbursement of District funds in accordance with established statutory restrictions, District policies, good business practices and the availability of funds; reviews expenditures and encumbrances to assure that accounts are within approved budgetary limits; participates in maintaining the District’s financial integrity by implementing sound fiscal plans, internal control systems, and audit activities.
N. Manages, accounts for, and monitors income and expense transactions for conformance with mandated accounting standards and District procedures; reviews documents and reports for correct coding and compliance with procedural requirements.
O. Approves transfer of budgeted funds in accordance with fiscal policy and legal requirements.
P. Reconciles reports to control figures and test for reasonableness.
Q. Responsible for year-end closing.
R. Develops and directs functional requirements for the financial, position control, and payroll systems; assures the coordination and integration of data and functionalities between the various systems.
S. Develops written procedures, guidelines, forms, and other documents to continuously improve business operations and professional standards; oversees the formulation of policies and procedures to ensure compliance with applicable laws, codes, rules and regulations, and reporting requirements.
T. Supervises and evaluates the performance of assigned personnel; interviews and selects employees and recommends transfers, reassignments, terminations, and disciplinary actions.
U. Provides information and assistance to independent auditors with periodic audits as needed; assists with preparation of schedules, worksheets, and documents; revises financial accounting and reporting procedures to meet new needs and comply with changing laws and regulations.
V. Operates office equipment including a computer network and assigned software, terminals, and applications software, create, and adjust databases and spreadsheets, enter accounting transactions, develops graphics for reports and presentations, and transmits data to other agencies; drives a vehicle to conduct work.
W. Attends and participates in a variety of meetings, workshops, conferences, and trainings to maintain current knowledge of emerging trends; makes presentations regarding District financial objectives, plans and achievements to groups and committees; supervises, assigns, and coordinates training for all Fiscal Services staff.
X. Performs other related duties as assigned.
III. QUALIFICATIONS:
A. License:
-Must possess, or obtain prior to appointment, a valid California Driver’s License.
-Must have ability to obtain and maintain insurability status under the District’s vehicle insurance policy.
B. Ability to:
-Plan, organize, direct, control, and administer the operations and activities in the areas of responsibility and evaluate their effectiveness.

-Develop, prepare, and monitor budgets including Interim and Actual reports.
-Oversee and perform complex professional accounting and budgeting work.
-Analyze, interpret, and prepare financial statements, forecasts, reports, legal, technical, and professional literature.
-Direct the maintenance of a variety of reports and files related to assigned activities.
-Perform audits and analyze audit reports.
-Build consensus and apply problem-solving techniques in a constructive manner with all District departments and divisions.
-Participate in policy formulation and implementation.
-Analyze situations accurately and adopt an effective course of action.
-Develop and evaluate procedures and processes.
-Accept and carryout responsibility for direction, control, and planning.
-Meet schedules and timelines.
-Supervise and evaluate the performance of assigned staff.
-Select, train, direct, and mentor staff.
-Communicate effectively with staff, senior management, Board of Education, and community, both orally and in writing.
-Prepare and deliver oral and written reports and presentations when needed.
-Establish and maintain cooperative, positive, and effective working relationships with others districtwide.
-Build ongoing working relationships and coordinate with other departments.

C. Knowledge:
-Principles of management and planning of the Fiscal Services Department.
-Principles, procedures, and practices of school governmental budgeting and accounting including auditing, budgeting, forecasting, and fiscal control; cost accounting, systems analysis and management, supervision, and training.
-Applicable laws, codes, rules and regulations; procedural and reporting requirements related to assigned activities, including the California Education Code and Public Contract Code.
-The role of the Los Angeles County Office of Education.
-Generally accepted accounting principles and auditing principles, practices, and procedures.
-Budget control and revenue projections including student attendance accounting.
-Development, administration, and methods of projecting and reporting financial data.
-Collective bargaining agreements and related fiscal impacts.
-Computer networks/systems, terminals, and assigned software including word processing, spreadsheets, and databases, etc.
-Principles and practices of administration, supervision, and training.
-Interpersonal skills using tact, patience, and courtesy.
D. Education:
-Bachelor’s Degree from an accredited university with a major in Business Administration, Management, Finance, Accounting, or a closely related field; MBA or CPA desirable.
E. Experience:
-Five (5) years of progressively responsible professional experience in administrative management, at least three (3) years of which must be with a public school district.
F. Medical Required:
-Tuberculosis Test.
