DEPARTMENT OVERVIEW
Institutional Research, Assessment, and Policy Studies (IRAPS) is a central unit in the Office of the Campus Provost and Executive Vice Chancellor. IRAPS supports strategic planning and data-driven decision making and assessment by providing timely, accurate, consistent and reliable information. The unit's major responsibilities are for reporting and analysis of institutional data including student success analytics, administration and analysis of campus surveys, and support for learning outcomes assessment.

JOB SUMMARY
The Institutional Research Analyst aggregates, analyzes, and interprets student and other academic data for regular internal and external reporting and ad hoc studies, and conducts research in a variety of areas including, but not limited to, enrollment planning, curricular capacity, student progress and success, instructional workload, institutional effectiveness and program evaluation. The Institutional Research Analyst will serve as a liaison between IRAPS and Data Management and assist in developing and maintaining accurate and reliable institutional related data in the campus data warehouse. The incumbent supports campus leadership and other decision makers throughout campus.

Salary Information: Salary Range: $79,500 - $93,200 / Annually. Salary commensurate with skills, qualifications and experience.

JOB DUTIES
50% - Reporting and Analytics
- Research, gather, analyze and summarize data and information across a variety of domains, especially in the areas of enrollments, student success outcomes and instructional activity.
- Develop and revise queries and reports using campus business intelligence tools (i.e., InfoView, Tableau, SPSS, Excel, and others) to meet information needs and to address ongoing and ad hoc reporting requirements, using agreed-upon standard definitions and methodologies.
- Produce historical campus level and program specific reports on a quarterly or annual production schedule; maintain information on the unit's website; and provide data and information for public information requests, external surveys and for mandatory compliance reporting.
- Design and develop interactive visualizations to enhance analysis, accessibility and presentation of institutional data in ways that best answer questions and tell a story.
- Perform data analysis and predictive modeling using a variety of statistical techniques for admissions forecasting, enrollment projections, predicting curricular demand and student success outcomes.
25% - Data Management
- Working closely with the Data Management unit, participate in the development of institutional databases by identifying data needs, requirements, specifications and sources.
- Transform, test and deploy raw data from industry standard data warehouses (e.g., Snowflake, Databricks, Oracle) using one or more industry standard program languages (e.g., SQL), to construct, clean, and standardize data sets for use.
- Maintain data documentation and definitions.
- Identify, investigate, and work to resolve data quality issues to ensure accurate reporting of information to campus partners and external agencies and systems, including the UC Office of the President.
15% - Strategic Planning and Decision Support
- Provide ad hoc reporting and analytic support to principal officers, academic senate committees and other decision making bodies.
- Gather, analyze and present data and information in support of key strategic planning initiatives, including identifying sources, and appropriate comparative and benchmarking data.
- Develop dashboards for academic planning that display key metrics for campus leadership.
- Working collaboratively and in consultation with other campus units, design and implement evaluations of policies, programs and initiatives using appropriate research methods and statistical techniques.
- Produce written and oral reports with conclusions, implications, and recommendations.
10% - Professional Development and Service
- Attend classes, seminars, and conferences and pursue opportunities to enhance expertise in areas of data science, institutional research, higher education, and assessment to keep skills current.
- Develop expertise in external and public data sources (i.e., IPEDS, Census, NSC, AAUDE, etc.) related to higher education.
- Serve on campus wide committees and workgroups as appropriate; interact with peers across the UC system and at the UC Office of the President.
REQUIRED QUALIFICATIONS
- Bachelor's degree in education, public policy, public administration, social sciences or related field and / or equivalent experience and / or training.
- General knowledge of data collection, data processing, validation and analysis techniques.
- Ability to aquire and understand university rules and regulations.
- Demonstrated ability to access information stored in large data systems and use of computer applications, including databases, business intelligence, statistical, word processing, spreadsheet, and presentation software.
- Demonstrated ability to use data and statistical analysis tools such as SAS, SPSS, Stata, or R.
- Ability to exercise good judgment and decision-making skills.
- Critical thinking and problem solving skills.
- Strong ability to present information in a clear concise manner verbally, in writing, and through visual displays of quantitative information.
- Demonstrated ability to establish priorities and manage multiple activities to multiple deadlines.
- Ability to exercise sound judgment and discretion in handling sensitive and confidential information and materials.
- Coding skills such as SQL, R, and/or Python in the service of querying databases, joining large datasets and aggregating data in a manner suitable for reporting and analysis.
- Understanding of data visualization techniques and principles using dashboard tools such as Tableau or Looker.
- Ability to work independently with minimal guidance.
- Ability to work as part of a team toward common goals; and to coordinate efforts and collaborate with a variety of individuals.
- Interpersonal skills including tact, diplomacy, and flexibility to work effectively with senior administration, faculty, staff, students, and the general public.
- Active listening skills.
PREFERRED QUALIFICATIONS
- Advanced degree in education, public policy, public administration, social sciences or related field with a strong focus on quantitative research methods and data analysis, or at least 3 years of related experience / training.
- Experience managing data collection, validation and analysis.
- Familiarity with issues in higher education and with UC policies, practices and procedures.
- Familiarity with the educational literature on student retention, progress, and learning outcomes assessment.
- Familiarity with cloud based data warehousing.
- Knowledge of logical and physical data modeling concepts including complex data and structures.
SPECIAL CONDITIONS OF EMPLOYMENT
- The selected candidate must pass a pre-employment criminal history background check.
- This position requires in-person work on the main UCSC campus. The selected candidate who chooses to work a Hybrid Remote work format must be able to work remotely from a home office and be able to fulfill requirements of the UCSC.
