BASIC FUNCTION:
Under the direction of the Superintendent, the Chief Business Officer is responsible for all phases of business services in the District, including financial planning and budgeting, food service, risk management, facilities expansion, capital projects involving school construction/modernization and purchasing; assists the Superintendent in providing staff aid to the principals and administrators; develops plans for financing all aspects of the District's programs; evaluates the effectiveness of the District business programs.
This position has been designated as Senior Management pursuant to Education Code Section 45100.5.
DISTINGUISHING CHARACTERISTICS:
The Chief Business Officer is distinguished from the Director of Fiscal Services in that the latter serves as a fiscal operations manager and auditor ensuring day to day accounting and fiscal activities are performed as required, while the former has responsibility for overall district-wide business operations.
EXAMPLES OF DUTIES:
Serves as Chief Business Officer for the District; prepare and present the annual District budget; administers the District's financial programs within the budget framework; prepares financial reports and documents for the Board and for timely and accurate reporting within the State and County legal requirements; conducts financial analysis and make recommendations as appropriate.
Plans, coordinates, controls, and administers the business services, financial operations, and purchasing systems of the District established by the Board of Education and state of California.
Serves as a resource person to assist staff in the financial aspects of proposed educational programs and works to provide the revenue necessary to implement programs as they are developed.
Serves as investment and financial manager; administers financial and accounting functions in accordance with appropriate regulations.
Maintains accurate accounting and appropriate records, including payroll, cash receipts, and expenditure records; administers pupil attendance and enrollment records; prepares required county, state and federal reports, and annual audits.
Administers and provides supervision of purchasing, including storage and/or distribution of all supplies and materials; prepares and analyzes bids and quotations in compliance with relevant laws; and makes recommendations on contracts and award of bids.
Evaluates and approves/disapproves work requests involving maintenance, construction, alteration, remodeling, or other capital outlay expenditures.
Plans, recommends, and establishes procedures and controls for efficient property management, including collection and monitoring of developer fees, rentals, and contracts; administers rental and leasing of facilities.
Assists in the development of management options and preparation of data essential to the collective bargaining process; provides assistance in negotiations and in administering contracts.
Develops, negotiates, amends and reviews various agreements and contracts for various district functions.
Communicates with other administrators, personnel, and outside organizations to coordinate activities and programs, resolves issues and conflicts and exchanges information.
Provides administrative direction to assigned organizational units including district accounting, payroll, purchasing, food service, and risk management.
Provides leadership in the development and implementation of the business policies, procedures, and programs for the District.
Directs the program for facilities expansion, alterations, and modifications.
Serves on the Superintendent's cabinet, various committees and councils; attends all meetings of the Board of Education.
Trains and evaluates the performance of assigned staff; interview and select employees; reviews evaluations of all personnel within the organizational responsibilities; and conducts or provides staff development for division staff.
Performs related duties as assigned.
MINIMUM QUALIFICATIONS:
Education:
Bachelor's degree in business, management, finance, or public administration or other related field.
Master's in accounting, business, management, finance, public administration, MBA or other related field is desirable.
Experience:
Five (5) years of experience as a director or manager in business administration that involves or demonstrates the ability to direct financial planning and budgeting, maintenance, operations, transportation, facilities, purchasing, capital projects involving construction/modernization, and property and risk management, with a minimum of two (2) years of experience in a public or school environment is required.

Licenses and Certifications:
Valid California driver's license and maintain insurability by the District's insurance carrier for liability purposes.
CBO Certification from CASBO or equivalent certification from a professional organization is desired.
