JOB SUMMARY
Under the general direction of the Director of Transportation and Parking Services, the Planner and Project Manager assists in the planning, programming, funding, management, and utilization aspects of the campus transportation services and transportation management programs.
The Planner and Project Manager also performs planning and project management for Transportation and Parking Services (TAPS) facilities projects, conforming to standards set forth in the campus Long Range Development Plan and related Environmental Impact Report (EIR) documents, campus standards, and area planning studies.

Salary Information: Salary Range: $75,900 - $107,800 / Annually. Salary commensurate with skills, qualifications and experience.

JOB DUTIES
45% - TRANSPORTATION PLANNING AND PROJECT MANAGEMENT
- Provides planning services for the development and implementation of campus transportation infrastructure (facilities) projects, including state funded and non-state funded major and minor capital improvement programs.
- Prepares transportation policies and planning documents and recommendations that respond to campus, local, regional and state-wide regulations, requirements and guidelines.
- Participates in planning for capital improvement projects from the concept, project definition and feasibility phases of building and infrastructure projects.
- Participates in building/project review committees for campus construction projects.
- Reviews, analyzes, and evaluates potential application of policies and programs at other UCs and other institutions, reviews new rules, regulations, state and federal legislation or other information affecting parking and transportation infrastructure, program and policies.
- Coordinates with representatives of various agencies and vendors to obtain services and/or resources for the University (both system-wide and at UCSC) including but not limited to car sharing contract and program, bike locker program, and bike share program.
- Works with local and regional agencies and officials, and identifies off-campus projects/developments, policies, plans and programs which affect UC-Santa Cruz or the campus community. Advises the Director and other stakeholders of the potential effects of these planning activities.
- Coordinates politically sensitive, multi-jurisdictional transportation studies and efforts that are critical to campus transportation access and planning issues.
- Works with the campus Architect to apply planning concepts and perform planning services to campus-wide administrative officers and planning staff engaged in physical, environmental and community projects as it relates to transportation and parking.
- Participates in the development and continuance of the organization's long-range development plan, including responsibility for collection, analysis, and evaluation of planning data and for preparation and presentation of statistical and graphic supporting material.
- Participates on campus committees for campus transportation facilities and programs; prepares and delivers presentations, documentation and alternatives to various proposed transportation and access matters.
30% - DEVELOPMENT AND GRANT MANAGEMENT
- Represents TAPS on collaborative efforts with other jurisdictions, units, vendors, and agencies to fund eligible transportation projects and programs.
- Identifies, proposes, advocates for, and secures grants and other external funding for transportation programs and projects that benefit the campus and UC system-wide transportation efforts.
- Manages grants or outside reporting once funded to maintain funding relationships and ensure all regulations and financial and programmatic requirements are kept.
20% - SUSTAINABLE TRANSPORTATION PLANNING
- Participates in UC system-wide Sustainable Transportation Working Group; participates in UCSC Sustainability Steering Committee and drafts Campus Sustainability Plan reports and actions.
- Assists in the development of UC Office of the President (OP) and UCSC sustainable transportation policies, goals, projects, and plans, and manages reporting procedures.
- Participates on UC system-wide policy and planning groups and provides review and recommendations.
- Represents TAPS on CHES Sustainable Transportation Planning track for annual conference programming.
- Manages and provides recommendations to TAPS leadership on negotiations related to UC system-wide sustainable transportation RFPs, contracts, proposals, and programs such as car sharing and electric vehicle incentives.
- Manages UCSC electric vehicle infrastructure and incentives studies, programs, policies and projects.
5% - SPECIAL PROJECTS
- Conducts special studies and projects as directed by the TAPS Director, including supporting and assisting the Director in their role as University liaison to local and regional agencies and in some cases representing TAPS in meetings.
- Attends meetings and training both on and off campus; may travel outside of the local area.
- Adhere to all local policies and procedures, including the Principles of Community.
- Attend and pass all compliance training within the time period provided as required for a staff member with the University.
REQUIRED QUALIFICATIONS
- Bachelor's degree in related area and/or equivalent experience/training of progressively responsible transportation planning experience.
- Thorough professional experience in transportation, planning, or other planning-related fields or equivalent combination of training and experience.
- Demonstrated experience in transportation planning, Transportation Demand Management (TDM), facility development, management and related professional experience in the administration of projects with complicated funding.
- Experience with standards and guidelines for traffic control devices and with California and Federal Manual on Uniform Traffic Control Devices (MUTCD) standards.
- Demonstrated written communication skills with the ability to write concise, logical, analytical, and creative plans and correspondence.
- Demonstrated verbal communication skills.
- Thorough analytical and project management skills.
- Experience preparing and/or responding to Requests for Information, Qualifications or Proposals for planning studies.
- Demonstrated interpersonal and communication skills necessary to act as a liaison with University faculty, administrative staff, design consultants, governmental agencies, and planning consultants.
- Ability to review all phases of design and construction projects including programming, design, preparation for construction, contract administration, construction and final reporting to outside funding agencies.
- Demonstrated ability to communicate clearly and concisely with individuals at all levels in the organization and to respond flexibly and positively in difficult circumstances
- Ability to look at situations in a multi-faceted way and provide innovative solutions.
- Ability to speak one-on-one or to groups of various social, cultural, economic, and educational backgrounds at various administrative levels to explain and/or help formulate policies and procedures and arrive jointly at decisions, conclusions or solutions.
- Demonstrated skill in reading, understanding, and retaining information from technical, legal, and legislative documents.
- Ability to research, analyze, and interpret federal, state, and University policies, procedures, and regulations.
- Organizational skills to set priorities and independently complete assignments in a timely manner when there are competing deadlines.
- Ability to draft professional reports, correspondence, agreements, and contractual documents.
- Demonstrated and successful experience in grant research, writing, and administration.
- Proficiency with Microsoft Word, Excel, and Powerpoint.
PREFERRED QUALIFICATIONS
- Knowledge of and experience with the California Environmental Quality Act.
- Experience with standards and guidelines for streets, bike facilities, pedestrian sidewalk; Experience with American with Disability Act (ADA) and access specialist certification.
- Experience with pertinent issues such as traffic modeling and the change from Level of Service to Vehicle Miles Traveled.
- Experience working in higher education.
