What you will do in this role:
You will be responsible for (but not limited to):
Serve as LBRE's main point of contact regarding emergency investigation, communication, and response. The LBRE Emergency Manager is responsible for the planning, development, maintenance, training, and implementation of LBRE's emergency preparedness and response programs. This person would assign risk factors to events in advance of the events and plan the potential range of actions to mitigate losses.
Specifically:
- Coordinate with emergency responders and stakeholders to aggregate emergency information.
- Disseminate emergency information to LBRE and University emergency management, responders, and stakeholders.
- Communicate emergency information to Stanford's Emergency Operations Center (EOC) and Situational Triage and Assessment Team (STAT) and receive direction on emergency policy, strategy, and priorities.
- Serve as the LBRE Department Operations Center Incident Commander, responsible for managing emergency response, communication, incident objectives, priorities, resource utilization, and personnel safety.
- Coordinate with LBRE departments to develop, manage, implement, and maintain emergency programs and initiatives related to campus infrastructure resilience and emergency preparedness.
- Coordinate with university emergency preparedness stakeholders to facilitate a culture of infrastructure and organizational resilience supported by a collaborative, proactive, and holistic approach to infrastructure planning, design, construction, operation, and maintenance. Ensure that Stanford infrastructure is resilient, agile, and adaptive in support of changing needs and conditions.
This is how you will spend your time:
LBRE Emergency Preparedness and Response (80% FTE):
- Develop and maintain LBRE emergency preparedness plans
- LBRE DOC Incident Commander
- Provide emergency status updates and briefings to senior management
- Develop and maintain emergency reference documents
- Develop and maintain emergency applications
- Develop and maintain LBRE DOC emergency resources
- Prepare and conduct LBRE emergency training and drills
- Lead and/or support LBRE and Stanford Emergency Committees
- Develop and maintain LBRE resilience and emergency response website and other communication and outreach tools.
- Coordinate with LBRE and Stanford emergency program representatives to ensure communication and collaboration and encourage sharing of emergency preparedness plans, best practices, lessons learned, and resources between departments and organizations.
- Review of LBRE and Stanford emergency preparedness plans to identify gaps, improve workflow, and reduce duplication of effort
- Improve business continuity planning and preparedness
- Coordinate with Stanford emergency preparedness leadership to improve campus-wide strategic planning and decision making.
- Incorporate Climate Change impact in business continuity planning.
- Leverage technology to fully utilize building controls and facilities information management data to develop infrastructure resilience analytical tools for improved situational awareness during campus emergencies.
Wildfire Vegetation Management Program Manager (20% FTE):
- Program Management of LBRE's Vegetation Management Program in support of Stanford's Wildfire Management Program.
- General responsibilities include contract management, field inspection, and quality control.
- Coordination of program scoping, scheduling, communication, and implementation with Stanford stakeholder groups, including SUFMO, LUEP, Real Estate, Public Safety, and Zone Management. Detailed responsibilities include:
- Draft a Request for Proposal for a vegetation management service provider contract, based on the wildfire treatment plan to be developed by Stanford's Wildfire Management Program Team.
- Identify, qualify, bid, award, and contract with turn-key service provider to provide the following vegetation management services:
- Fuel break maintenance and cutting woody vegetation
- Mowing of fine fuels
- Grazing of fine fuels
- Weed removal in intensively weedy areas
- Mastication and clearing along roadsides
- Fuel break construction/intensive thinning
- Forest thinning (less intensive) /fuel reduction work
- Eucalyptus removal/hazard tree removal
- Prescribed burning
- Bird surveys to allow implementation of the above work
- Management and quality control of service contract
- Coordinate scheduling, access, and communication of vegetation management work with Stanford stakeholders, including SUFMO, LUEP, Real Estate, Public Safety, and BGM. Stanford stakeholders will be responsible for communication to their respective tenants, occupants, and neighbors.
- Impact to teaching and research due to poor emergency preparedness, response, mitigation, and recovery for natural disasters and other emergencies.
To be successful in this role you must bring:
- Bachelor's degree in related field or other appropriate technical area, or combination of technical education, training, and experience. Bachelor's degree in emergency management, public administration, fire administration, or related field is preferred.
- Five or more years of relevant experience in an environment with a variety of building types (for example, administrative offices, classrooms, laboratories, residential & dining facilities, auditoriums, etc.).
- Five years of professional experience in emergency program management is preferred.
- Experience with the National Incident Management System and Incident Command System techniques of emergency response and recovery is preferred.
- Project planning and development experience is required.
- Experience in hazard identification and assessment, business continuity planning (BCP, ISO 22301), continuity of operations and management emergency operations center (EOC) is preferred.
- Two years of administrative and supervisory experience is required.
- Leadership and supervisory skills are required.
- Analytical skills are required.
- Strong verbal and written communication skills are required.
- Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community.
- Computer literacy, the ability to develop training and performance standards as well as to manage a budget is required.
- Problem solving decision making and ability to clearly communicate ideas, facts, and concepts to all constituencies of the University is required.
- The ability to develop policy and procedures; ability to develop knowledge of respect for and skills to engage with those of other culture or backgrounds is required. * Advanced knowledge of state, University, and health care facilities emergency plans as well as local agencies that include law enforcement, fire prevention/protection and emergency medical services.
- Technical knowledge of best practices in facilities management discipline.
- Ability to manage environmental, health, and safety functions and staff, or programs and/or staff in a professional service environment.
- Knowledge of applicable federal, state, and local regulations.
- Ability to interpret and apply regulations.
- Ability to ensure environmental, health, and safety program compliance.
- Ability to assist with conducting environmental health and safety related risk assessment, mitigation, and crisis management.
- Ability to lead professionally in emergency/crisis situations.
- Demonstrated experience planning, developing, and implementing programs.
- Demonstrated experience understanding and applying relevant codes, regulations, and processes.
Certificates and Licenses Required
- A valid driver's license if required.
- CA Certified Emergency Management certification if required or must be obtained within twelve months of employment.
- Certified Emergency Manager certification preferred.
- Certification as a trainer for NIMS or ICS training is preferred.
Physical Requirements
- Frequently stand, sit, and perform desk-based computer tasks.
- Occasionally use a telephone, write by hand.
- Rarely kneel, crawl, climb ladders, reach/work above shoulder, twist/bend/stoop/squat, grasp lightly/fine manipulation, grasp forcefully, write by hand, sort and file paperwork or parts, operate foot and/or hand controls, carry, push, and pull objects that weigh 40 pounds or more.
This position requires travel to various buildings on campus including stairways in buildings. The nature of this job required mental and physical ability to respond quickly to events and emergency situation throughout campus.
Working Conditions
- Requires being available, except while on approved leave, twenty-four hours a day/seven days a week via communication devices in order to respond to emergency situations.
- May require occasional evening and weekend work; is designated as an essential employee and may require to report to work as scheduled when University offices are closed due to severe weather.
- Must wear personal protective equipment as defined/required by job assignments.
- May rarely be exposed to high voltage electricity, radiation or electromagnetic fields, lasers, noise > 80dB TWA, allergens/biohazards/chemicals /asbestos, or heavy metals
- May rarely work in confined spaces or at heights >=10 feet.
