Under the general direction Director of Infrastructure, the Sr. Program Manager is accountable for management of the Facilities Investment Need (FIN) program to oversee and coordinate the work of other project managers working on various sized and complex multi-project programs across the campus. The incumbent will also coordinate team efforts to maximize use of small project delivery models like JOC and TOCA as procured through supply chain management. The incumbent is also responsible for developing streamlined project and program delivery models that utilize integrated lean project delivery means and while remaining within all UC policies.
The incumbent will be the primary lead for Management and Delivery of all Facility Investment Need (FIN) projects as part of the Annual FIN Program. This represents an ongoing campus investment of between $15M and $20M of multiple deferred maintenance projects packaged into a program. The intent is that the incumbent be a working supervisor, taking on some of the projects within this program as well.
This involves all elements of program management from conceptualization through program closeout including initial scoping, budgeting, funding, procurement, staffing, managing and closeout of large and small multi project programs. The incumbent also provides project management services to campus departments to ensure design and construction projects are on schedule, within budget, high-quality, cost-effective, and appropriate to client program needs. The incumbent organizes, staffs, plans, and controls the design and construction efforts on projects and/or programs ranging from $50,000- $500,000,000. This involves selecting professional design staff (architects and engineers), general contractors and subcontractors, coordinating the activities of clients, construction inspectors, and others associated with the projects; monitoring project progress, budget, cost and quality; resolving problems that arise in the projects; working with state agency officials to ensure compliance and safety. The incumbent has first line responsibility to communicate effectively with project stakeholders regarding program, budget, schedule, and construction impact.
The incumbent shall have broad skills and advanced technological knowledge in areas of construction delivery models, PMP, civil, MEPF, Lab Design, and/or Lean Project Delivery.
