Energy Operations High Volt Facilities Engineering Associate 1

WHO WE ARE / WHAT WE DO

Energy Operations (EO) is responsible for the safe, reliable and efficient operation of Stanford's Central Energy Facility (CEF) and campus distribution systems, as well as the new Stanford in Redwood City Central Energy Facility.

CEF provides electricity for the majority of the university's main campus via a 100MW substation, which is about twice the current campus load. Electricity at the substation is transformed from 60 kilovolts (kV) down to 12kV, which can then be distributed as high voltage electric power to campus.

The campus electrical distribution system is a largely underground system of 12kV and 4kV cables and switches. Typically, power from multiple sources is brought into individual buildings after being stepped down to 480 volts. Load centers within the buildings step the voltage down to normal service voltages and distribute it to loads throughout the building, with backup emergency power available for all vital loads.

The Energy Operations team manages installation, operation, and maintenance of the electrical distribution infrastructure. A Supervisory Control and Data Acquisition (SCADA) system provides real-time information and diagnostics of the campus to monitor the power flow throughout the network, allowing for quick response to system faults.

JOB PURPOSE:

The Facilities Engineering Associate is responsible for performing and coordinating High Voltage equipment and engineering services for the campus high voltage (60kV,12kV and 4kV) electrical distribution system, streetlights, and metering, and shall participate in department strategic management. They may work independently to develop solutions. They will support activities such as engineering analysis, design services, maintenance, repair, and upgrade efforts for High Voltage equipment and systems, and shall assist in the day-to-day activities as directed. The High Volt Facilities Engineering Associate reports to the Energy Operations High Volt Shop supervisor and shall support the Energy Operations Electrical Engineer.

CORE DUTIES*:

Clarify and resolve problems spanning multiple areas and technical fields.
Develop programs within assigned facilities. Oversee and monitor project activities.
Attends field visits for new construction, replacements, and maintenance projects from start through completion.
Provides daily project inspection for projects as directed by systems managers.
Ensure integration with larger unit goals.
Coordinate with staff, subcontractors, and/or vendors.
Develops procedures and training programs for maintenance, operations and safety.
Knowledge of environmental and safety rules, regulations, and policies.
Ability to conduct job site inspections of high voltage (60kV,12kV and 4kV) to ensure compliance.
Works closely with engineers and project managers to implement new construction and maintenance programs.
Conduct engineering and design services, develop and review engineering drawings, material lists, requisitions, job orders, engineering change requests, and other documents associated with engineering, building/equipment, and system maintenance.
Support preventive maintenance plan by coordinating and integrating utility usage/optimization (monitor usage, gather info, provide recommendations, follow- up, shutdown requirements, field visits to equipment).
Initiate and coordinate work requests, monitor completion; monitor and manage maintenance budget; coordinate and monitor preventative and predictive maintenance activities, service calls and ensure services completion.
Assess metrics, monitor and report related trends; perform condition assessments of technical systems and equipment, or troubleshooting, analyze test results and data, report status and provide recommendations.
Coordinate, direct, inspect and approve contract work, third party vendors; identify, recommend and implement process modifications for increased productivity and/or cost reduction, manage related budget; coordinate maintenance logistics.
Conduct duties as a project coordinator, including organization, scheduling, budgeting, and implementation.
Participate in meetings to keep area manager and technical staff apprised of project progress, status, quality and schedule.
Enforce compliance with health and safety policies and procedures based on regulatory guidance.
Assist with developing training manuals and safety guidelines, and train technical staff.
Ability to work in confined spaces, high temperature and high noise environments.
Ability to interpret planning and design specifications, drawings and reports.
Provide training and guidance to HV Electricians as appropriate.

MINIMUM REQUIREMENTS:

Education & Experience:

Associate degree in engineering or other appropriate technical area or related field with minimum seven years of experience or a combination of education and relevant experience.
Must be familiar with the installation, operation and maintenance of high voltage electrical distribution equipment, including transformers, switches, underground cabling systems, protective relays, metering and substation equipment. Must also be familiar with codes and standards including IEEE, NETA, NEC, California Electric Code, NFPA 70 & 70E, and CalOSHA.
Qualification and experience as Journeyman High Voltage Electrician very desirable. Must have at least five (5) years, experience with the maintenance, operation and troubleshooting of utility, industrial or institutional high-voltage systems. Two or more years of experience leading facilities operations and maintenance staff preferred.

Knowledge, Skills and Abilities:

Experience applying facilities engineering principles and building/equipment maintenance practices to perform technical services and support.
Ability to coordinate daily activities including work scheduling, quality assurance, program validation, and monitoring of maintenance activities.
Demonstrated experience working with subcontractors/vendors and demonstrated ability to monitor project activities and ensure compliance with internal/external regulations.
Ability to write clear documentation, perform administrative duties involving facilities operations, engineering activities and projects.
Excellent written and verbal communication skills.
Strong presentation skills.
Demonstrated competency in computer operation including Microsoft Office suites including
Word, Excel, PowerPoint, MS Project Schedule, Outlook, and SharePoint.

Certifications and Licenses:

A valid driver's license and a clean driving record.

PHYSICAL REQUIREMENTS*:

Frequently sitting, perform desk-based computer tasks, lift/carry/push/pull objects that weigh up to 10 pounds.
Occasionally stand/walk, twist/bend/stoop/squat, grasp lightly/fine manipulation, use a telephone, lift/carry/push/pull objects that weigh up to 11-20 pounds.
Rarely kneel/crawl, climb (ladders, scaffolds, or other), reach/work above shoulders, grasp forcefully, writing by hand, sort/file paperwork or parts, lift/carry/push/pull objects that weigh >40 pounds.

WORKING CONDITIONS:

Requires 24-hour response availability seven days per week for emergency situations.
