Director of Project Delivery (FAC PROJECT MGR 3)
Job Summary
The Associate Executive Director for Project Delivery is responsible for oversight for a $1.6B program spread across 10 years and 800+ individual initiatives. This includes but is not limited to projects relating to inpatient growth, outpatient expansion and standardization of health center resources and support units such as operating rooms, central processing, and clinical engineering support services. This position is focused on leadership and management of capital and expense projects for UC Davis Health with total budgets of approximately $1.6 Billion aggregated across the four delivery teams. The Director oversees through subordinate managers the capital programs and development of standardized systems and procedures to protect organizational assets.
This position is responsible for coordination and leadership with other organizational units at a high level. Provides administrative oversight for teams of project managers to ensure compliance with program expectations related to scope, schedule, and budget. The Director acts on behalf of senior leadership to direct overall management of capital projects as required. Determines development needs for all staff within the Strategic Programs group, including external construction management support staff.
Department Description
The Facilities Planning and Development (FP&D) Division mission is to implement UC Davis Health's Capital Improvement Program in accordance with the Long-Range Development Plan (LRDP). This includes the authority and responsibility to manage capital improvement planning, project development and intake for in-patient, outpatient healthcare and education purposes.

Required Qualifications
- Bachelor's degree and / or equivalent experience / training in architecture, engineering, urban design, city planning, landscape architecture or relevant field.
- Advanced knowledge of and experience in planning, design, construction, environmental issues, legal issues, federal, state and local laws, regulations and practices governing planning, building design and construction, state and federal legislative processes.
- Extensive experience with the risk/reward structure of various types of design and construction contracts and how a contract's structure supports the project's goals.
- Advanced experience with design and construction contracts, contract law, public contracting code, and construction claim procedures.
- Extensive knowledge of project types that align with this position including inpatient, outpatient health care facilities operations, administration, research, education and infrastructure projects.
- Extensive knowledge of typical design and construction sequences and durations necessary to prepare, monitor, and manage detailed project schedules.
- Extensive knowledge of architectural, engineering, and construction practices; familiarity with California and applicable building codes and regulations; and professional design experience to effectively direct and review the preparation of design and construction documents, review and approve contractor submittals, and to effectively resolve field problems during construction.
- Advanced knowledge of the organization, including its vision, mission, goals, achievements, infrastructure and short and long-range strategic capital project plans.
- Advanced financial, budgeting and cost management skills, including interacting with and synthesizing widely divergent viewpoints and interests.
- Advanced skills to lead, direct and manage personnel including selection, training, evaluating and, as required, taking corrective action.
- Clear communicator with a firm grasp of political and organizational dynamics.
- Advanced written, verbal and interpersonal communication skills, including working effectively with multiple constituencies to advance organizational objectives.
- Leadership and managerial skills to direct several professional teams working on unique and technically challenging projects in a complex administrative environment.
- Ability to delegate assignments and share decision-making with team members as appropriate
Preferred Qualifications
- A license to practice in at least one of the following professions: architecture, engineering, urban design, city planning or landscape architecture.
- Working knowledge of regulatory requirements including CA Title 24, HCAI and the Americans with Disabilities Act.
- Working knowledge of advanced contracting delivery methods.
- Working knowledge and understanding of Integrated Project Delivery and Lean Construction Techniques.
- Knowledge and understanding of University and Campus Policies, procedures, practices and resources to direct project processes and procedures.
- Working knowledge of word processing, spreadsheets, scheduling, project management and document management database programs. Microsoft Word, Excel, Project, Outlook and Windows operating environment.
