DEPARTMENT OVERVIEW
The vision of UC Procurement Services is to be regarded as a high performing strategic partner essential to the financial health of the University. Our team of procurement professionals across the University of California work every day to expand opportunities for teaching, research and public service by delivering savings and efficient procurement services across the University of California.
POSITION SUMMARY
The Sourcing and Process Solutions Program Manager applies their expertise and experience in strategic sourcing, ecommerce, procurement, supplier relationship management and process optimization to further UC Procurement's mission to expand opportunities for teaching, research and public service across the University of California. Working in a diverse and dynamic environment, the Sourcing and Process Solutions Program Manager analyzes complex data, business situations and processes, and perspective to identify issues and recommend and develop solutions, efficiencies and strategic partnerships. UC's Sourcing and Process Solutions Program Manager works to deliver innovations to our sourcing process, business operations and tail spend management supporting UC campuses.
The Sourcing and Process Solutions Program Manager plays the critical role in advancing the 5 Strategic Pillars of UC's Strategic Sourcing Centers of Excellence:
1. Drive UC Benefit in the form of cost reduction and value creation;
2. Leads tail spend Program that establish UC as a global leader in public procurement;
3. Communicating and Connecting with stakeholders across UC campuses, medical centers and locations to improve client experience
4. Influencing and Fostering Innovation to constantly improve the value we deliver; and
5. Growing and Developing our people to provide rewarding, mission driven career opportunities.
The position requires travel up to 25% and can be based on the nearest UC campus to residence.
Responsibilities
Required Qualifications
- 5+ years of experience in strategic sourcing, supply chain management, eCommerce and business process optimization or related experience such as Global 1000 enterprise sales or product management.
- 5+ years demonstrated high level of category expertise including leading negotiations. Experience in building and maintaining credibility as an expert within a facilities and construction lens.
- Demonstrated experience working in a collaborative team environment.
- Demonstrated ability to lead through influence of independent stakeholder teams through complex initiatives and multi-party negotiations. Ability to influence alignment on business objectives, promote best practices and exchange of information among technical and business collaborators.
- Demonstrated knowledge of and experience using various proven negotiation methods, and the ability to critically analyze a negotiation. Experience with cost modeling and related financial analyses.
- Demonstrated knowledge in the development of opportunity assessments, category profiles, and strategic sourcing plans.
Preferred Qualifications
- Demonstrated strong written and verbal communication skills, including the effective presentation of strategies and progress to clients, stakeholders and leadership. Advanced listening and communication skills in both 1 on 1 settings and large forums.
- Strong leadership presence and demeanor. Demonstrated ability to facilitate focused and effective meetings both in-person and virtual.
- Very strong customer service and interpersonal skills and the ability to coordinate work with others, both internally and externally, to accomplish tasks. - Demonstrated experience in use of Microsoft suite of productivity applications with a minimum of 3 years experience with preparing spreadsheets for analytical
- Demonstrated ability to analyze problems, identify and consider potential solutions, and make timely recommendations. Works with others to effectively address issues when they occur. Excellent organization skills, including meeting facilitation and decision making.
- Demonstrated understanding of and ability to comply with a complex array of University policies and state and federal laws that govern procurement and construction contracting. Knowledge of the specific category field in higher education or other highly decentralized organizations, including suppliers, distribution models, products, and equipment. Knowledge of business and delivery models including research cores, centralized warehousing, and storehouses.
Education
- Bachelor's degree Business, Architecture, Construction Management, Engineering, Computer Science and/or equivalent degree, experience, or training. A minimum of five years of relevant experience required.
- Masters Degree in relevant field.
License/Certifications
- Certified Professional in Supply Chain Management or other industry recognized professional certification.
SALARY AND BENEFITS
Salary: $127,000 - $147,000 commensurate with experience

ADDITIONAL INFORMATION
This position may be eligible for a on site, hybrid, or remote within California work arrangement. The employee may be required to report to work onsite in Oakland, CA on a regular schedule.
