Position Summary
The Contract and Procurement Management office is responsible for contract administration and procurement processes for San Diego State University, including the Imperial Valley campus. Under the direct supervision of the Associate Director, Contract and Procurement Management, our mission is to respond to the needs of multiple faculty and staff clients and comply with State legislated purchasing mandates and campus policy. The Contract and Procurement Management office is a fully automated, large-scale unit and encompasses a wide variety of functions from contract and lease negotiations, basic purchasing services of equipment, supplies, materials, and professional services to contracting capital and minor construction projects. Contract and Procurement Management consists of 9 buyers, an administrative support position, a Contract Administration Manager, an Associate Director, and the Director
The Buyer III is an advanced level position works with a high degree of independence and has responsibility for preparing a variety of complex, highly technical, customized contracts which may include public works purchasing and information technology requirements, including independent problem solving. Each process is performed as required by the California State University policies and the State of California Public Procurement Codes, utilizing significant knowledge of public works, receiving, and property and accounting functions as they relate to contracts and procurement. The incumbent is to be recognizable as a valuable resource to campus customers of all levels in support of public works procurements. Responsibilities may include assistance with planning, and procedural changes for a particular functional area, and sharing of knowledge and resources with lower-level purchasing staff. The incumbent is the highest technical specialist for intra-agency agreements, contract development, consortium projects, and public works and information technology procurements. The majority of assignments (more than 50 percent) are at the advanced level.
The Buyer III must establish work priorities under pressure, meet demands of deadlines, and possess a broad knowledge of State policies and procedures to assure contracts are made in the best interest of the State. The incumbent should also have a background in public works procurement.

This is for two (2) full-time (1.0 time-base) benefits eligible, permanent (probationary) positions. This position is designated non-exempt under FLSA and is eligible for overtime compensation. Standard SDSU work hours are Monday - Friday, 8:00 a.m. to 4:30 p.m., but may vary based on operational needs. This position is approved for partial telecommuting with onsite work in San Diego.
Education and Experience
- Equivalent to an undergraduate degree in purchasing, accounting, business, construction or other appropriate field. Additional experience which has demonstrated that the applicant has acquired and successfully applied the knowledge and abilities shown above may be substituted for the required education on a year-for-year basis
- Equivalent to three years of increasingly responsible purchasing experience of which two years must have involved major aspects of the purchasing function in support of building maintenance, construction, or information technology services utilizing a variety of competitive bidding processes and contract development, and including the writing of specifications and justifications to support them.
Specialized Skills
- Knowledge and application of a variety of public works or information technology procurement
Preferred Qualifications and Specialized Skills
- Significant knowledge of University policies, State Statutes and Codes, and procedures for the procurement of commodities and services within the public works or information technology arena
- Procurement certified credentials such as NIGP-CPP, CPPM, etc., are desired.
Compensation and Benefits
Starting salary upon appointment not expected to exceed $5,800 per month. Salary placement is determined by the education, experience, and qualifications the candidate brings to the position, internal equity, and the hiring department's fiscal resources.
CSU Classification Salary Range: $4,224 - $7,646 per month

SDSU Vaccine Policy
In accordance with the California State University systemwide policy, students, faculty, and staff must be fully vaccinated against COVID-19 or provide a valid medical or religious exemption in order to access campus. Individuals are considered fully vaccinated for five months after their final dose of a two-dose COVID-19 vaccine or for two months after receiving the only dose of a single-dose vaccine. Afterward a COVID-19 booster is required to continue to be considered fully vaccinated.
The individual hired into this role will be required to submit their completed vaccination documentation to the university's secure online health portal prior to beginning work. Individuals with an approved medical or religious exemption on file with the university will be required to participate in SDSU's COVID-19 testing program.
