Position Summary
The Contract and Procurement Management office is responsible for contract administration and procurement processes for San Diego State University, including the Imperial Valley campus. Under the direct supervision of the Director, Contract and Procurement Management, our mission is to respond to the needs of multiple faculty and staff clients and comply with State legislated purchasing mandates and campus policy. The Contract and Procurement Management office is a fully automated, large-scale unit and encompasses a wide variety of functions from contract and lease negotiations, basic purchasing services of equipment, supplies, materials, and professional services to contracting capital and minor construction projects. The Buyer II is a journey-level position works under minimal supervision and instruction and must demonstrate the ability to make decisions independently and solve problems. This position reports directly to the Associate Director of Contracts and Procurement, and will likely at times receive direction from the Director and the Contracts Administration Manager, or general guidance from higher level Buyers. This position has full purchasing responsibility for a variety of diverse purchasing activities. Typical activities include purchasing of commodities of a technical and specialized nature, including, but not limited to, electronic, computer and lab equipment and/or review and development of specifications, as well as purchasing requirements in support of performance contracts, service agreements, software agreements and leases. This position should have knowledge in a variety of procurement methods and requirements. Each process is performed as required by the California State University policies and the State of California Public Procurement Codes, utilizing knowledge of public works, receiving, property and accounting functions as they relate to contracts and procurement. Responsibilities may include administering and analyzing the solicitation process, contract analysis and resolution, and understanding and processing software agreements. The majority of assignments (more than 50 percent) are at the journey level.
The Buyer II must be able to establish work priorities under pressure, meet demands of deadlines, demonstrate effective communications, and possess a broad knowledge of State policies and procedures to assure contracts are made in the best interest of the State. The incumbent should also have a background in formal competitive solicitation processes.

This is a full-time (1.0 time-base) benefits eligible, permanent (probationary) position. This position is designated non-exempt under FLSA and is eligible for overtime compensation. Standard SDSU work hours are Monday - Friday, 8:00 a.m. to 4:30 p.m., but may vary based on operational needs. This position is approved for partial telecommuting with onsite work in San Diego.
Education and Experience
- Equivalent to an undergraduate degree in purchasing, marketing, accounting, business, or other appropriate field. Additional experience which has demonstrated that the applicant has acquired and successfully applied the knowledge and abilities shown above may be substituted for the required education on a year-for-year basis.
- Equivalent to two years of purchasing experience at a level equivalent to Buyer I with a background in the areas of competitive solicitation processes, development of contracts, and administration of contracts.
Specialized Skills
- Experience in research, analysis and remediation of conflicts and disputes.
- Experience in use of a computer and an integrated complex financial accounting and procurement system.
Preferred Qualifications and Specialized Skills
- Thorough knowledge of University policies, State Statutes and Codes, and procedures for the procurement of commodities and services
- Procurement program certification such as NIGP-CPP, CPPM, CPM, etc., is desired
Compensation and Benefits
Starting salary upon appointment not expected to exceed $4,900 per month. Salary placement is determined by the education, experience, and qualifications the candidate brings to the position, internal equity, and the hiring department's fiscal resources.
CSU Classification Salary Range: $3,656 - $6,617 per month

SDSU Vaccine Policy
In accordance with the California State University systemwide policy, students, faculty, and staff must be fully vaccinated against COVID-19 or provide a valid medical or religious exemption in order to access campus. Individuals are considered fully vaccinated for five months after their final dose of a two-dose COVID-19 vaccine or for two months after receiving the only dose of a single-dose vaccine. Afterward a COVID-19 booster is required to continue to be considered fully vaccinated.
The individual hired into this role will be required to submit their completed vaccination documentation to the university's secure online health portal prior to beginning work. Individuals with an approved medical or religious exemption on file with the university will be required to participate in SDSU's COVID-19 testing program.
