DESCRIPTION
The UC San Diego Health, Assistant Fire Marshal provides fire and life safety support, inspections and training. Under general direction of the Fire Marshal, the Assistant Fire Marshal provides oversight and direction for fire and life safety programs covering Title 19 and Title 24. This shall include performing annual fire inspections at all UC San Diego Health facilities. Conducting fire drills, Environment of Care (EOC) rounds, follow-up to ensure completion of needed corrective measures, conducting safety training, investigation of employee safety concerns, providing backup for other Environmental Health & Safety (EH&S) staff, and additional duties as assigned. Represents the Fire Marshal in meetings with project managers and/or planners, architects, engineers, the San Diego Fire Department, the Office of the State Fire Marshal, the California Department of Healthcare Access and Information (HCAI) – formerly the Office of Statewide Health Planning and Development (OSHPD), and the Joint Commission. May review proposed construction plans, remodel work, renovations and alterations, and submittals of fire and life safety equipment/systems, and conduct field inspections of new construction and existing fire and life safety equipment/systems. May serve as Acting Fire Marshal in the absence of the Fire Marshal.
MINIMUM QUALIFICATIONS
Seven (7) years of related experience, education/training, OR a Bachelor's Degree in fire science field, engineering, Public Health, or Public Administration field or related discipline and progressive professional experience plus three (3) years of full-time experience performing fire prevention duties.
Must possess a valid CA driver's license.
Comprehensive knowledge and understanding of specific EH&S field(s) including related laws and regulations; and general knowledge and understanding of all EH&S fields.
Thorough knowledge and skill in applying and interpreting applicable local, state, and federal laws, codes, regulations, standards, specifications, and policies, including the California Health & Safety Code; Titles 19 and 24, California Code of Regulations; and NFPA standards.
Comprehensive knowledge of the principles and practices of modern fire detection and alarm systems, suppression systems, and other fire and life safety systems and equipment, and their inspections and testing requirements.
Demonstrated proficiency in reading and interpreting complex plans, specifications, blueprints, shop drawings, and extinguishing system calculations.
Excellent ability to communicate effectively, both written and verbally, with senior UC San Diego Health administrative staff, executive officers of external agencies, architects, engineers, project managers, planners, building inspectors, and contractors.
Knowledge, skills, and ability necessary to execute incident management activities safely and effectively. Ability to analyze situations, evaluate the need for additional EHS resources and/or activation of the EHS response team, and assume responsibility for incident management.
Expertise in the use of computers, including their use for such functions as word-processing, database management, and appointment scheduling.
Ability to deliver a high level of customer service to a large and diverse environment. Ability to provide prompt services, reports, and responses. Strong customer service and quality performance techniques and procedures and ability to apply them in achieving quality and customer service goals.
PREFERRED QUALIFICATIONS
- Life Safety Code Specialist training.
- Hospital experience.
- Experience performing fire prevention duties in a California hospital environment.
- California State Fire Marshal or ICC certification as a fire inspector.
SPECIAL CONDITIONS
- Ability to meet the Office of the State Fire Marshal (OSFM) qualifications for approval as a Designated Campus Fire Marshal (DCFM) within 12 months of employment.
