DEPARTMENT OVERVIEW
Physical Planning, Development & Operations manages and oversees all University activities and services related to physical and environmental planning, design and construction, engineering, physical plant maintenance and operations, capital planning and space management, and the associated business services necessary to support these functions. The University's main campus is spread across more than 2,000 acres and includes over 500 buildings comprising more than 8 million square feet. The department includes operating budgets of over $49 million, manages a capital project portfolio of approximately $800 million, and employs nearly 350 full time staff to carry forth the duties necessary for the campus' development and operation.

JOB SUMMARY
Under the general direction of the Campus Architect, the Director of Engineering Services is responsible for the administration, management, supervision, and oversight of the Engineering Services unit which is part of the Physical Planning, Development & Operations (PPDO) department. This position directs all engineering activities for the main residential campus, the Coastal Science Campus, the Westside Research Park and other off-campus lands and properties owned and/or leased by UC Santa Cruz. The Director has overall responsibility for the activities of the engineering unit of the Office of PPDO, which provides engineering and construction administration services to campus units, implements engineering elements of the Major and Minor Capital Improvement Programs; provides engineering support to Physical Plant personnel and projects, and undertakes other engineering and planning activities. The Director represents the campus and its interests in its working relationships with local public jurisdictions involving engineering and public works questions. This position may serve as deputy to the PPDO Design and Construction Services (PPDO-DCS), acting as the PPDO-DCS head in his or her absence.

JOB DUTIES
25% -
- Provides management oversight to professional engineering staff engaged in physical planning and construction to include civil, electrical and mechanical specialties. When necessary, performs technical responsibilities of Engineering team.
- Manages, either directly or through subordinate supervisors, the coordination of activities of a department with responsibility for results in terms of costs, methods, and employees.
- Ensures the coordination, supervision, and performance of all activities within the unit necessary to the short- and long-term operational goals and objectives.

- Ensures all engineering operations are in compliance with internal and external regulatory procedures and reporting requirements.
- Develops Engineering initiatives to meet current and future needs of the campus.

- Collaborates with contractors, facilities, and chief architects to coordinate the physical planning, construction programs, and operations and maintenance programs.
- Establishes engineering staffing and resource plans to meet objectives in a timely manner.
- Drives improvements for all systems and utilities covered by the mechanical, electrical, and civil engineering disciplines.

- Develops and monitors operational and budget processes, staff FTE, finance, human resources, and space planning.
- Represents the unit and / or director at meetings and conferences in matters related to engineering design, maintenance and financial requirements.

REQUIRED QUALIFICATIONS
- Bachelor's degree in civil or mechanical engineering or related field.
- Proven minimum experience of five years leading and/or directly managing professional engineers and skilled project managers in a public institution, public agency or private enterprise.
- Broad knowledge associated with the planning, design and implementation of interior and exterior utility systems and infrastructure including utility power and distributed generation, facility automation, energy management systems, and exterior hardscape and landscape infrastructure.
- General knowledge of key aspects of all engineering disciplines being managed.
- Demonstrated ability to lead, motivate and influence others.
- Highly effective communication and presentation skills to convey complex information in a clear and concise manner to diverse groups.
- Demonstrated advanced interpersonal skills to effectively interact with senior management, peer level managers and outside contacts on matters of significance.
- Strong ability to prioritize and oversee initiatives for unit in order to achieve goals and objectives.
- Strong ability to work in a highly collaborative manner; readily assess complex challenges and barriers and recommend effective resolutions.
- Strong knowledge of internal and external regulatory compliance relative to engineering construction management.
- Strong ability to establish and maintain effective working relationships with other departments and individuals within the University as well as serve as a departmental liaison to the campus, outside agencies, and community. Ability to collaboratively work with representatives within the campus and public/private entities and handle potentially sensitive or confidential situations appropriately.
- Demonstrated experience planning, developing and implementing energy conservation projects, programs, and initiatives which have advanced organizational sustainability while minimizing carbon footprint and energy use.
PREFERRED QUALIFICATIONS
- Advanced degree in engineering or a related field.
- Certificates in engineering management and specialty areas covered by the various engineering disciplines being managed preferred.
- USGBC LEED Professional Accreditation.
- Broad knowledge of campus human resources, fiscal, and budgetary policies and procedures.
SPECIAL CONDITIONS OF EMPLOYMENT
- Selected candidate will be required to pass a pre-employment criminal history background check.
- Must posess a valid license to drive in the State of California.
- Must be a current California Registered Professional Engineer
- Ability to perform essential physical job functions requiring the ability to work in enclosed, restricted environments, the ability to climb a ladder, and the ability to work outdoors for long periods.
- Ability to work a variable schedule as construction projects demand; ability to work occasional evenings and weekends.
- Ability to travel to multiple work locations on and off campus as required to conduct University business;ability to travel for occasional university-related business meetings, conferences and/or professional development.
- The selected candidate will be subject to the annual financial disclosure requirements of the California Political Reform Act of 1974.
