Position Summary
The Department of Financial Operations is responsible for the financial and budgetary controls and procedures of the university and is directly responsible to the Vice President for Business and Financial Affairs. The Associate Vice President for Financial Operations has responsibility for Contract and Procurement Management, Budget and Finance, and the University Controller's Office, which includes Accounting Services, Accounts Payable, Financial Reporting, and Student Account Services (Disbursements, Cashiering and Collections.)
The Contract and Procurement Management office is responsible for contract administration and procurement processes for San Diego State University, including the Imperial Valley campus. Under the direct supervision of the Director, Contract and Procurement Management, our mission is to respond to the needs of multiple faculty and staff clients and comply with State legislated purchasing mandates and campus policy. The Contract and Procurement Management office is a fully automated, large-scale unit and encompasses a wide variety of functions from contract and lease negotiations, basic purchasing services of equipment, supplies, materials and professional services to contracting capital and minor construction projects. Contract and Procurement Management consists of 9 buyers, an administrative support position, a Contracts Administration Manager, an Associate Director, and the Director.
This entry level position works under guidance of higher-level purchasing staff. Work is generally confined to routine purchasing/expediting activities. Typical assignments involve procurement of basic supplies and equipment and services. Purchasing authority is limited and clearly defined. General knowledge of purchasing principals, practices, and procedures; knowledge of demonstrated ability to learn quickly, including the process of competitive bidding as required by the California State Statues and Codes.

SDSU's Office of Contract and Procurement Management seeks to increase awareness about the impact of the University's purchasing habits and promote and facilitate the purchase of products that have reduced or minimal environmental impact. Thus, the incumbent will be expected to help promote sustainability in all purchasing functions on the SDSU campus as relates to the purchase of environmentally friendly products on the SDSU campus.

This is a full-time (1.0 time-base), benefits eligible, permanent/probationary position. This position is designated non-exempt under FLSA and is eligible for overtime compensation. Standard SDSU work hours are Monday - Friday, 8:00 a.m. to 4:30 p.m., but may vary based on operational needs.
The individual hired into this role will work on campus at SDSU in San Diego.
Education and Experience
Equivalent to one year of purchasing experience as a buyer or buyer trainee in a competitive bidding setting or in the processing of administration of contracts, service agreements or leases.
OR
Equivalent to an undergraduate degree in purchasing, accounting, marketing, general business or other appropriate field. Additional experience which has demonstrated that the applicant has acquired and successfully applied the knowledge and abilities shown may be substituted for the required education on a year for year basis.
Specialized Skills Required
- Work assignments require excellent desktop skills using software such as Microsoft Suite or Google Suite.
- The incumbent must be able to establish work priorities under pressure, meet demands of deadlines, and demonstrate effective communications.
Preferred Qualifications
- Four years of progressively more difficult and responsible general clerical or administrative assignments of which at least one year is varied purchasing or accounting activities
- Knowledge of State policy and procedure to assure purchases are made in the best interest of the State
- Prior experience utilizing integrated computer software system such as Oracle is strongly preferred.
Compensation and Benefits
Starting salary upon appointment is not expected to exceed $4,133 per month.
Salary placement is determined by the education, experience, and qualifications the candidate brings to the position, internal equity, and the hiring department's fiscal resources.

CSU Classification Salary Range: $3,524 - $6,373 per month.
