Position Description:
Manage the $75 million purchased utilities and energy recharge program, projecting associated revenue sources and expenditures. Develop energy commodity recharge rates with supporting justification for annual executive review and approval. Evaluate budget performance and provide variance analysis. Manage the energy recharge revenue stream, including tracking consumption and accurately recharging customers. Assess near and long-term energy consumption trends and commodity rates and evaluate the impact on fiscal operations. Ensure the Energy Facility (aka Cogeneration Plant) fiscal performance meets the requirement of the Certificates of Participation used to finance the Energy Facility. Closely monitor the natural gas and biogas market to secure optimum purchase rates. Provide annual justification for purchased utilities funding to campus executives and the University of California Office of the President (UCOP). Monitor and control financial deviations by anticipating cost trends and initiating proactive responses to remain within budgetary limits. Administer and periodically update the comprehensive Campus Energy Management Plan. Oversee ongoing energy management initiatives such as the robust Smart Buildings and Labs program, LED lighting retrofits and holiday/weekend HVAC reduction program. Direct and monitor the efforts of the energy management staff in developing and implementing new energy savings initiatives. Develop marketing and educational programs to elicit campus support for energy savings policies. Collaborate with external agencies and other campus entities to develop potential energy saving initiatives and identify external funding sources such as Los Angeles Department of Water and Power (LADWP) rebates. Provide guidance and recommendations to Capital Programs and Facilities Management on energy savings measures for new construction projects. Advise the AVC FM on changes in compliance regulations and policy and recommend appropriate actions. Report annual revenue/expenditures by fund source (e.g. departmental funds, contract and grants, income) and FTEs for the preceding and current fiscal years. Serve as the Owners Representative to the Energy Systems Operating Contractor (ESOC), the Energy Facility's third-party operations and maintenance (O&M) service provider. Provide direction to the ESOC for the purpose of meeting campus thermal and electrical energy demands reliably and economically. Communicate and monitor all aspects of ESOC performance on a routine and regular basis while administering the ESOC contract. Compile and communicate performance and consumption reports to FM's Financial Operations team, as well as keeping the AVC FM advised of significant events and changes in operational status. Provide data and reports as required to the Department of Energy, the Environmental Protection Agency, the South Coast Air Quality Management District, and UCOP. Communicate and coordinate operations of the Energy Facility with other organizations, including FM's electrical, utilities and hospital maintenance shops, and the LADWP for the purpose of achieving maximum reliability at the lowest achievable cost. Assume an active role in the overall UCLA Emergency Response Plan and participate in training as required in preparation for any and all campus emergencies that could jeopardize the energy supply to vital campus areas. The Director is 'on call' and responds to abnormal conditions 24/7/365 and communicates status and priorities to and from the ESOC and the University.
