Under the direction of the Director of Physical Plant Services, the Commissioning Program Manager leads, develops, and implements the Commissioning Program for complex capital (and non-capital) improvement projects. The incumbent serves as the University Commissioning Representative and leads the commissioning activities on individual projects from planning through the warranty phases. They coordinate activities with Physical Plant Supervisors/Superintendents/Managers and PPDO Inspectors, Engineers, and Project Managers.
The incumbent uses skills as a seasoned, experienced engineering professional to operate independently in a professional specialized engineering phase of major construction projects, performs design engineering work for projects of limited scope, and improves the design of physical plant engineering systems. They oversee the commissioning phase of projects, demonstrating good judgment in selecting methods and techniques for obtaining solutions.
Budgeted Salary: $115,000 - $125,000/year. Salary commensurate with skills, qualifications and experience.

45% - Commissioning Leadership
- Serves as the University Commissioning Representative and leads the commissioning activities on individual projects from the planning, design, construction, punchlist, and warranty phases. Provide solutions integrating all University stakeholders through positive, maintained relationships.
- Review design intent with project teams during the project planning & design phases. Develop project-specific commissioning requirements, including commissioning specifications, documentation plans, and commissioning checklists. Work with project teams to implement the commissioning requirements of Campus Division 01, CalGreen, LEED, Labs 21, Campus Green Building Design & Clean Energy initiatives into the project documents. Help align planning and design with campus Decarbonization & Electrification goals via the UC Fossill Free Initiative.' Forecast & develop commissioning budgets & schedules.
- Verify installation, startup, functional performance & testing, training, operation & maintenance documentation to ensure conformance with contract documents. Monitor construction progress and attend periodic construction meetings. Coordinate the scheduling of training sessions for Facilities personnel & building occupants. Ensure that commissioning close-out documents are complete and meet contract requirements. Collaborate with third-party Commissioning Agents.
- Work with other campus units and the contractor to schedule activities to minimize impact on campus-wide operations.
- Lead the measurement & verification effort for LEED certification, perform energy surveys & simulation tests, analyze and review system performance, and propose energy efficiency & performance improvement options. Collaborate with facilities personnel to fine-tune the operation of building MEP systems. Assist in identifying warranty issues & corrective action plans. Develop facilities resource manuals that educate Facilities personnel & building occupants on the on correct operation of complex systems.
20% - Program Development
- Develop and lead the University's Commissioning Program for complex capital improvement projects. Participate in the development of campus-wide commissioning policies. Participate in defining the roles and responsibilities of parties participating in the commissioning process. Develop commissioning process flowcharts for various project phases. Define commissioning team members' roles, the commissioning process, and deliverables. Implement commissioning requirements for Campus Division 01, CalGreen, LEED, Labs 21, Campus Green Building Design & Clean Energy initiatives into the Program.
- Collaborate with design professionals and third-party Commissioning Agents to develop standard operating sequences for complex mechanical & electrical systems. Work with project teams to develop unique commissioning documentation & protocols for Biological Safety Level (BSL) facilities & spaces on campus.
20% - Document Review
- Review project documents at various phases of design development to ensure commissioning documentation, Operations & Maintenance, & Building Management Systems (BMS) requirements are included. Verify that documents meet campus design guidelines and the project program. Perform interdisciplinary coordination reviews for complex projects. Participate in design round-table and LEED charrette meetings with project teams.
- Review submittals during construction and work closely with project consultants to verify that submitted materials meet contract requirements. Review and evaluate cost proposals for changes during the construction phases to verify the scope of change is accurate. When appropriate, propose alternative methods to improve the quality of the scope and/or reduce the project impact.
- Provide analytical & technical support to the Director of Design & Construction Services (DCS) relating to the campus capital improvement program. Assist in the preparation of graphics & technical reports. May serve as a resource and/or Subject Matter Expert (SME) for a functional-specialty area, process or task. Assist other staff by facilitating questions and/or providing training. Perform other duties as assigned.
10% - Coordination/Communication
- Serves as liaison to help coordinate project commissioning-related activities and communications between architects, engineers, consultants, third-party Commissioning Agents and Physical Plant Supervisors/Superintendents/Managers. Contribute to keeping Campus Design Guidelines (previously Campus Standards) up to date with campus's current standards.
- Provides information and advice to committees consisting of prospective occupants, project managers, and operations staff in determining building needs and priorities for projects.
5% - Process Improvement
- Provides analysis to improve the design, operation and maintenance features of electrical, mechanical and/or utility systems in a physical plant. Implements related business processes.
- Bachelor's degree in related area and / or equivalent experience and / or training.
- Demonstrated construction experience or equivalent combination of related education and experience with mechanical and control systems for complex projects in an institutional environment.
- Extensive experience with commissioning complex building and central plant systems.
- Demonstrated experience with developing commissioning plans and documentation for mechanical and electrical building systems and leading the commissioning team on individual projects.
- Extensive LEED knowledge of energy efficiency/conservation principles and practices in mechanical and electrical building systems. Ability to apply energy analysis to new construction, alterations, and modifications.
- Extensive experience with unique and complex building and central plant energy management systems.
- Knowledge of California Administrative Codes, Title 24 (CBC, CEC, CMC, CPC, CFC), and NFPA.
- Demonstrated work experience reviewing, interpreting, and understanding mechanical/civil/electrical plans, specifications, shop drawings, placement drawings, test reports, codes and regulations pertaining to construction, construction safety and hazardous materials.
- Skill to perform building energy audits and conduct risk/benefit cost and life cycle cost analyses of energy systems.
- Skill to recognize proper construction techniques and evaluate quality of workmanship.
- Skills to research, interpret, and apply federal/state/university rules, regulations, policies, and department mission, goals, and objectives.
- Excellent, oral, written communication and interpersonal skills to interact with a diverse group of individuals with varying technical skills and understanding.
- Strong project management skills needed to ensure high quality and timely completion of design and construction projects.
- Certification as an Accredited Commissioning Process Authority Professional (CAP, CxA or CxAP).
- A background as a controls technician is preferred.
- Professional engineering license.
- LEED AP.
SPECIAL CONDITIONS OF EMPLOYMENT
- Selected candidate will be required to pass a pre-employment criminal history background check.
- Must possess a valid license to drive in the state of California.
- Will be required to work a hybrid work schedule, days of the week and number of days to be determined, and be able to fulfill requirements of the UCSC telecommuting agreement.
