DESCRIPTION
The Technical Director of the Qualcomm Institute Circuit Lab provides engineering solutions and advice to faculty, researchers, Postdoctoral Scholars, graduate students and visitors in the design, implementation, and troubleshooting of new and existing complex systems in high performance and high frequency circuitry through management of the Circuit Lab. Under general direction of the Director, the incumbent identifies current and emerging requirements recognizing the need to sustain technological edge in the design of high speed circuits for communication applications. Analyzes and reviews current facilities and capabilities on campus and industry and identifies cost effective methods to maintain and increase the technical capabilities of the facility -this includes identifying and acquiring equipment. Incumbent is also expected to locate potential donors of specialized equipment when possible.
The incumbent uses advanced engineering concepts to oversee major engineering projects and initiatives whose importance is indicated by a campus-wide profile and /or of major significance to industry partners. Projects are significant in terms of scope, complexity, impact and budget. Responsibilities encompass leading industry-wide research projects. The Circuit Lab Director is considered a subject matter expert on campus and often recognized as an expert externally in the industry. Exercises independent judgment in selecting methods, techniques and evaluation criteria for obtaining results. Internal and external contacts often pertain to campus plans and objectives.
The incumbent will represent the Director at meetings and conferences involving campus, University, and extramural funding agency levels of authority in matters related to engineering design considerations and financial requirements dependent on engineering design considerations. Incumbent carries major responsibility for accomplishment of research objectives in relationships with investigators, industry, contractors, and University staff members. Decisions have long lasting fiscal and operational ramifications. Additionally, incumbent will be expected to collaborate with professors, researchers, graduate and undergraduate students to develop proposals and bring in funding to support new and ongoing research projects. Incumbent also conducts educational training and outreach activities. Constant attention and analysis of changing situations and priorities is required.
QUALIFICATIONS
Master's degree or PhD and five (5+) years of work-related experience including three (3) years in specialized design work.
Expert skills associated with being recognized as subject matter expert in field. Significant technical experience in the highly specialized field of mixed signal circuits.
Expert knowledge associated with the planning, development, and construction of most complex and significant engineering projects and initiatives. Advanced knowledge of theoretical approaches in determining the feasibility of circuit designs, with consideration of such factors as system effectiveness, reliability, configuration, and cost.
Expert knowledge of highly specialized design work. Experience performing and supervising complicated electrical assembly and develop appropriate protocol to verify design goals.
In-depth and advanced knowledge of the engineering field. Applies principles, practices and procedures within discipline to complete most difficult, complex and significant assignments.
Advanced project management skills to assume responsibility for accomplishment of research objectives that are significant to the Campus and industry. Demonstrated understanding of good management practices and principles. Skill in using independent judgment, making decisions, and solving complex problems.
Advanced communication skills, both written and verbal, to convey complex information in a clear and concise manner. Ability to clearly communicate abstract ideas associated with highly technical fields including chemistry, electrical engineering, materials, and physics.
Effective interpersonal and presentation skills.
Demonstrated ability to lead, motivate and influence others on projects of significance.
Ability to execute large and complex work assignments in order to meet deadlines and ensure adherence to quality standards.
