Position Summary:
The Division of Finance and Administration (DFA) provides services and support to over 50,000 students, faculty, and staff with the mission of advancing UCI's brilliant future and the vision of becoming world-class campus partners. DFA serves the university as planning partners, problem solvers, and solution providers-striving to make it as easy as possible for people to get the services they need, when they need them. Design & Construction Services' role is to support the University's strategic plan through the design and construction of new and renovated facilities. We are committed to innovation, quality and value while being stewards of the University's valuable resources as we focus on the mission of UCI's brilliant future. Facilities Management's role is to support the campus mission by providing safe, reliable and clean spaces through high quality maintenance, operation, planning, and renovation services for our 1,475-acre main campus.
Manages the construction and professional services contract functions for the Design and Construction Services and Facilities Management departments including personnel administration. Counsels and provides contracting support to other departments regarding construction-related business and is point of contact and liaison with private sector entities and governmental agencies, to further organization business objectives, manages relational process from publicizing and interacting with prospective partners to executing agreement and work authorizations, including beyond contractual responsibilities such as upcoming work, PRAs and handling union requirements. Provides broad range of services to organizational units related to non-research business agreements with full responsibility for outcomes related to the Pre-Bid Planning, Prequalification, Solicitation, Proposal and Bid Evaluation, and Award phases of contract administration. This includes preparing solicitation, selection and contract execution of the Design Builder and/or General Contractor as well as Design and Engineering Professionals. Receives assignments in the form of objectives and determines how to use resources to meet schedules and goals. Provides guidance to subordinates to achieve goals in accordance with established policies. Erroneous decisions or failure to achieve goals results in additional costs and personnel, and serious delays in overall schedules.

$117,000.00 - $150,000.00 (Annual Salary) Expected Pay Range within the Full Salary Range $95,300.00 - $185,500.00 (Annual Salary)
Required:
10 or more years of experience in design and construction contract management 5 or more years in a supervisory capacity
Bachelor's degree in related area and / or equivalent experience / training.
Strong knowledge and skills in all aspects of contract administration, including all applicable laws, rules, regulations, guidelines, Public Contract Code and policies. Strong knowledge and skills in personnel administration, including selection, training, leadership, mentoring, evaluation, and as required taking corrective action. Strong written, verbal, and interpersonal communication skills, including excellent ability to deal with broad and diverse constituencies using strong customer service orientation and skills. Strong negotiation, persuasion and political acumen skills. Solid problem avoidance, recognition and resolution skills. Thorough knowledge and skills in design and construction of capital projects and facility renovations including Job Order Contracts (JOC) Strong knowledge and understanding of design build project delivery Thorough knowledge of documentation control and labor compliance and reporting related to contracts
Preferred:
Thorough knowledge of UCI organization including its infrastructure, goals, objectives, achievements, rules, regulations and policies with public institution expertise
